The Agricultural and Rural Development Authority (ARDA) is undergoing transformation to spearhead Rural Development and National Food, Feed and Fibre Security for the Nation in pursuit of Vision 2030.The Authority invites applications from suitably qualified and experienced individuals to fill the following positions.
Tugwi Mukosi, Kanyemba, Bulawayo Kraal [Bingo] and Gwayi Mangan' Projects. Reporting to Regional Managers, the incumbents will be responsible for Strategic Planning, Research, Monitoring and Evaluation, Feasibility Studies, Development of Irrigation Schemes and Estate Development Projects in the various provinces of Zimbabwe and undertaking infrastructural development necessary for operations and projects for ARDA. Each applicant is required to indicate his/her preferred region.
The incumbents' key responsibilities shall include but not limited to: -
• Ensuring the planning, tracking, management and proper administration of the projects budgets.
• Coordinating and working with the Authority, Parent Ministry and approved Development Partners in the implementation and monitoring of the projects.
• Assisting in the formulation and evaluation of project proposals to ensure that they meet the basic requirements of the Authority, Government of Zimbabwe and/or approved Development Partners.
• Coordinating land clearing and installation of irrigation infrastructure for crop, livestock and fisheries operations.
• Ensuring that adequate systems are in place to gather data and information for project monitoring and that systematic monitoring of project progress against targets is undertaken as per M&E plan.
• Ensuring that the assets procured under the projects are well maintained and appropriately utilized.
• Providing guidance on crop/livestock development areas, types of operations to be undertaken, and to identify areas which give the best returns for Food, Feed, Fibre Crops, Fisheries and Livestock.
• Liaising with the Department of Research and Specialist Services and the Operations Department in identifying areas for research in specific crop, livestock and fisheries development.
• Ensuring that all the contractual obligations with stakeholders are met.
• Translation of feasibility studies into operations for both Estates and Rural Irrigation Schemes.
• Ensuring risks are continuously assessed and maintenance of an updated risk log.
• Overseeing the implementation of project risk mitigation plan.
• Assessment of project impact and overseeing the appropriateness and accuracy of methods used to verify progress and results.
• Monitoring and ensuring compliance of project activities with social and environmental safeguards.
• Support project audit, provide inputs to audit management responses and ensure audit recommendations for the project are fully implemented.
• Bachelor's Degree in Agronomy/Agriculture/Geography/GIS and Land Surveying/Rural Development or equivalent.
• A Postgraduate Qualification in Project Management is an added advantage.
• Minimum 5 years relevant experience at the national and international level in project management or technical advisory support in the Agricultural and Rural Development Projects.
