Job Description

Background of the programme
Our long-term goal is to support communities to defend and realize their rights, shift economic narratives away from extractives, and create real and measurable improvements for frontline communities in Zimbabwe who are navigating the COVID economic recovery and the climate emergency. This project assumes that real change starts with strengthening and sharing existing expertise and knowledge, not “re-inventing the wheel:” the solutions, campaigns, and stories originating in frontline communities are increasingly recognized as foundational for addressing climate change. The project also assumes that civil society organizations in Zimbabwe already have the “capacity” and “know-how” to deliver change, but must overcome inequalities of power, access, networking, funding, and resourcing to further their campaigning goals, share ideas across regions, and inspire local action.
By recognizing local knowledge and capacity, and scaling-up what is already working, we can support community rights, shift economic narratives away from extractives and dirty development, and strengthen global climate action to create real and measurable improvements for frontline communities in Zimbabwe.
The covid 19 crisis makes it more imperative to start this work as the climate crisis accelerates, deforestation and environmental degradation are increasing and many COVID economic recovery plans are banking on attracting extractive industry investments that can generate conflicts with local communities and violate their rights. As communities emerge from the pandemic only to face new economic pressures, there is a clear need for investing in efforts that amplify their solutions, challenge threatening narratives and policies, and propose better ways forward. Communications and public campaigning, especially as tools to amplify knowledge and shift public conversation, are essential to addressing climate change and will play a critical role in creating real and measurable change for isolated, frontline communities.

Duties and Responsibilities

The rationale for the short videos Vlogs (Master Class Series)
The CMC project uses creative media options as a platform for communities and policymakers to engage on climate and green energy narratives. Developing responsive, broad-based, informative, and mixed media communications products to support campaigns and target urban, semi-urban, and rural communities – so that messages inspire action in both mining-impacted communities and among mining powerbrokers and economic elites.

The overall objective of the assignment
The overall objective of the assignment is to produce a 5-episode master class series on climate justice and the energy transition (max 6 minutes duration per episode) and high-resolution promotional photographs. The videos will be shared primarily on YouTube and other social media platforms.
Specific tasks for the service provider/ consultant
The consulting company will work with the project team to produce 5 short videos (max 6 minutes each) covering various climate justice and energy single-person conversations.
• Produces max 6-minute interview videos on various topics guided by the project teams.
• Produce in videos visual graphics matching Oxfam branding for each video.
• Language translation and subtitles to English for video interviews conducted in Portuguese or Shona.
• Support script production for effective media communication.

The short videos will cover the following topics:
• The importance of climate justice in Southern Africa
• The nexus between climate and green energy shift.
• Climate, energy politics and economics and what it means for Southern Africa.
• Gender justice in the context of climate and the energy transition.
• Community participation and policy influencing of the COP27 policy agenda.

Specific deliverables
1. Inception report
Service providers should submit an inception report to Oxfam after 7 days of contract signing. The inception report should summarise service providers’ understanding of the ToRs, the methodology and approach of how the task will be conducted and a detailed work plan.
2. Draft max 6 minutes of short videos
After interviews are conducted in the studio, draft videos with the above-mentioned specifications should be shared for review.
3. A folder of 25 high-resolution soft copy photographs.
Service providers should select the best 25 photographs (5 of each interviewee) for social media promotion.
4. Final short videos
After review of the first drafts by Oxfam, service providers are expected to submit the final versions of 5 short videos.

Methodology
The videos should be produced in the studio (Harare) using the one-way interview method with high-resolution graphics matching the narrative of the speaker and subtitles in English.
Timeframe
The assignment will be completed over a period of 30 days.
Equipment for the task
Oxfam will neither purchase nor provide any equipment for the production of the short videos and photographs. All equipment (preferably state-of-the-art, high definition) needed to complete the task shall be provided by the service provider.
Logistical support
Oxfam will also identify key speakers and facilitate meetings with the production company. Oxfam will also cover interview/speakers travel and accommodation costs All other costs should be covered by the consulting company.
Copyrights
All materials produced from the production of the short videos and shooting of photographs shall remain the property of Oxfam and the CMC project. Service providers are NOT allowed to use the produced material in any capacity without seeking consent from Oxfam.

Qualifications and Experience

Qualifications and experience of consultants
• A registered media production company with studio and videographers
• Should have extensive experience in producing development work-related short videos and documentaries for organizations with the aim of reaching out to both local and international audiences.
• Journalist qualification.
• Must have a minimum of five years in videography, photography, producing documentaries and short film
• The service provider should have state of the art high definition filming equipment.
• Ability to adhere to deadlines and flexibility
• Ability to work in a multicultural environment
Selection criteria
Submitted applications will be selected based on the following criteria
• Sound technical proposal with an implementable methodology
• Budget
• Traceable previous work experience
• Educational qualifications

How to Apply

Application procedure
Service providers who meet the above qualifications and experience should submit a technical proposal and a budget indicating payment terms as one document of not more than 4 pages. The technical proposal should include the methodology as well as a portfolio of previous works with traceable references.
Incumbents should separately submit their detailed CVs with technical and financial proposals.
Web Links or evidence of previous development-related short videos done by the consultants are highly recommended and will be an added advantage.
