Job Description

Childline Zimbabwe is an organization that provides children, young people, families and those involved with children, preventative, educational, therapeutic and rehabilitation services in addition to undertaking research and advocacy on child and youth safeguarding. It has been working with children and young people both in contact and in conflict with the law for over 20 years. The organisation has been instrumental in the development of a National Rehabilitation and Reintegration Manual that is used to train staff in the Zimbabwe Prisons and Correctional Services. With financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ) and Kindernothilfe (KNH), Childline is implementing a 30 months project entitled “Reintegration for Young People in Conflict with the Law”. The project is being implemented in Bulawayo, Chitungwiza, Gweru, Murehwa, Masvingo & Mutare and its lifespan is 15 November 2020 to 30 April 2023. The primary actors of the project are Department of Social Development (DSD), Zimbabwe Prison and Correctional Services (ZPCS), Pre-trial Diversion (PTD) and Ministry of Youth, Sport Art and Recreation (MoYSAR).

Childline Zimbabwe is commissioning an End of Project Evaluation for the “Reintegration for Young People in Conflict with the Law” project, in Bulawayo, Chitungwiza, Gweru, Murehwa, Masvingo & Mutare. The evaluation will measure the achievements, outcome of the project during its life span against set project targets. The evaluation will help to understand to what extent the project has delivered its intended results, and whether and how it has responded to actual needs in an effective manner in the 6 districts. It will help to identify critical evidence and learning on what implementation strategies have worked and may not have worked, which can be taken into account in any potential future programming. The evaluation will start as soon as possible. The selected consultant is expected to share an inception report with Childline, KNH, DSD, ZPCS and PTD on the 30th of September 2022.Data collection and sharing of a draft report will be done between the 17th of October and the 27th of November 2022 and final report to be shared on the 16th of December 2022.

2. Brief description of the project
Childline Zimbabwe, with financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ) and Kindernothilfe (KNH), implemented the “Enhance Capacity of Zimbabwe Prisons and Correctional Service in the provision of rehabilitation and reintegration services to child offenders” project from October 2015 to April 2019. The project focused on reducing recidivism by promoting rehabilitation and reintegration of young offenders. The project also focused on the improvement of the situation within prisons of children and young people having committed an offence, and to better prepare them for their life after being released through appropriate rehabilitation programs. For that purpose, training courses for the rehabilitation officers of the Zimbabwe Prison and Correctional Services (ZPCS) were developed and implemented to ensure their professional competences and resources for implementing effectively the rehabilitation and reintegration of young offenders. An end of project evaluation for the project was commissioned by Childline and the findings indicated that, successful reintegration needs to be premised around community initiatives. Prisons and probation homes provide rehabilitative services and initiate reintegration with young offenders but without direct interaction with communities whilst prison and probation homes are isolated from community systems. The end of project evaluation of the “Enhance Capacity of Zimbabwe Prisons and Correctional Service in the provision of rehabilitation and reintegration services to child offenders” project 2015-2019 showed that whereas rehabilitation was successfully implemented, there was a gap in reintegration. There were recommendations about how to strengthen reintegration process through carrying out more home visits, community engagement and facilitating reconciliation between the released young offender and those they offended against.

In 2020, Childline Zimbabwe, with financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ) and Kindernothilfe (KNH), started implementing a 30 months project entitled “Reintegration for Young People in Conflict with the Law EG5151”. The project is being implemented in Bulawayo, Chitungwiza, Gweru, Murehwa, Masvingo & Mutare. The main focus of the project is the creation of a community-based reintegration support system that ensures a released young offender (RYO) and young people at risk (YPAR) of committing crimes are adequately supported by their communities to modify their behaviour through accessing project support activities resulting in participation in community activities.

Project target groups
The project’s target groups are 3 government departments (ZPCS, DSD, PTD) who are the main duty bearers in this project, 108 Community safeguarding volunteers, 12 Foster Parents and 60 Peer facilitator who are the mediators of this project. At least 1,350 Released Young Offenders (RYO) and Young people at risk (YPAR) aged 9 to 24 years will be reached directly and should benefit from the project.

Duties and Responsibilities

The evaluation will be conducted under the overall supervision of Childline. A Task team will be set up to review the evaluation instruments and questionnaires designed by the consultant conducting the evaluation with the goal to provide quality assurance to the entire process. Specific tasks will include:
• Selection of the consultant or firm to conduct the study
• Reviewing and approving the proposal of the consultant
• Agreeing on the proposed study methodology and data collection tools
• Providing any required documents and information on the project, logistical arrangements.
• Monitoring and reviewing progress of the study
• Approving the deliverables, among them the final evaluation report

The Consultant will be responsible for managing the evaluation and meeting all the deliverables stated above. The Consultant is expected to inform Childline Zimbabwe of all progress through formal meetings, emails and other formal communication channels as deemed necessary. Further details will be laid down in the engagement contract

Childline Zimbabwe has in place a Child and Youth Safeguarding Policy and Confidentiality Statement which the Consultant will be expected to sign and will be bound by it thereafter. All information gathered during the evaluation is confidential and is not to be disclosed to any other stakeholder, including media, individuals and/or other firms. The intended recipients of the information are Kindernothilfe, BMZ, Childline Zimbabwe, ZPCS, DSD and PTD. Failure to adhere to the provisions of the Confidentiality Statement may result in cancellation of the contract.

Qualifications and Experience

Childline Zimbabwe is seeking the services of a local consultant (individual) or firm to conduct the evaluation. The Consultant or Lead Consultant should have the following requirements.
 At least a Master’s Degree in Social Sciences.
 Experience working with Children.
 Minimum five years of experience in implementing project/programme evaluations in-country or regionally.
 Knowledge and experience in applying both, quantitative and qualitative methods in evaluations.
 Knowledge of rehabilitation and reintegration processes for offenders in Zimbabwe.
 Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff.
 Strong writing skills and ability to convey technical and complex information in a structured, logical, clear and concise manner for different audiences.
 Excellent communication and writing skills
• Fluency in English, Shona and Ndebele.

 Independence of consultancy (consultants are not employed by Childline Zimbabwe, ZPCS, DSD, PTD or KNH, there are no family relationships or connection between consultant and staff from either Childline, ZPCS, DSD, PTD or KNH, consultant has not been engaged in this project before).

 Quality of offer – one that describes methods and instruments, quantifies the instruments, includes a detailed work plan, includes calculation of working days and daily rates with taxes in the financial offer.
