Terms of reference
1. Background
A local organization is looking for a consultant to conduct a systems audit of the accounting and procurement systems of the organization with an aim to improve efficiency and effectiveness.
Duties and Responsibilities
2. Specific Terms of Reference
The Consultant will execute the following:
I. Conduct a comprehensive review of the existing policies in line with operational context and best practices
II. Conduct a comprehensive review of the existing accounting and procurement system in place
III. Assess the adequacy of controls within the systems and policies
IV. Recommend practical solutions to gaps identified within the existing system and policies
2.1 Deliverables
I. A report of the outcome of the review of the existing policies and systems in place including findings and recommendations.
II. Presentation of the outcome report to management
III. Reviewed policies taking into account feedback from management on report presentation.
Qualifications and Experience
3. Applicant requirements/ Relevant qualifications
I. A degree or equivalent professional qualification in accounting
II. Over 10 years demonstrable experience in NGO accounting and procurement functions
