Job Description

The Manager will ensure monitoring, evaluation, accountability and learning systems for programs and projects, both new and established, ensuring efficiency in project deliverables. The Manager will be responsible for ensuring the implementation and effective system to monitor progress, outcomes, impacts and successes of project activities and performance at all levels. The Manager’s responsibility to design, develop and lead implementation of meal plans for mission objectives.

Duties and Responsibilities

Mission 1: Develop and roll out a technically sound Monitoring and Evaluation (M&E) system for the mission.
 Developing individual M&E plan for every new project, in collaboration with HoDs/DCD
 Ensuring proper budgeting of monitoring activities in every new project
 Reviewing and standardizing existing project monitoring tools (PDM, KAP, Baseline,etc..)
 Where required, providing training to field teams on surveys
 Implementing ACF International project evaluation tools
 Reviewing mission protocol for surveys as required
 Providing continuous technical support and training on project monitoring
 Review and provide technical feedback on internal/external reports
 Developing standard indicators and tools for monitoring outcome/impact of projects
 Ensuring compliance with donor monitoring and evaluation requirements
 Providing technical inputs in proposal for the monitoring and evaluations sections
 Upon need, develop Terms of Reference for external evaluation
 Facilitate third-party/external monitoring of mission projects
 Support the mission in developing its remote management policy (for monitoring)
 Consolidating/analyzing project monitoring data and providing recommendations for improving program quality.

Mission 2: Develop an accountability framework for the mission, roll out a light feedback, and complain mechanism.
 Developing an accountability framework in line with ICCM recommendations and adapted to the local context
 Mainstreaming accountability in the mission monitoring and evaluation tools
 Providing training to coordination and field teams on accountability
 Integrating CEWG tools in the mission monitoring and evaluation tools
 Consolidating and analyzing the results of accountability-related monitoring
 Developing SoPs for a light beneficiary feedback mechanism
 Rolling out the light feedback mechanism with continuous technical support to in-charges
 Consolidating and analyzing the results of the feedback mechanism
 Producing quarterly report on the accountability framework
 Providing technical inputs during proposal writing on accountability
 Providing operational recommendations for improving accountability across projects
 Developing training modules and delivering training on community engagement.

Mission 3: Develop a mission learning framework.
 Developing a mission learning framework
 Facilitating project closing/lessons-learn workshop with coordination and field teams
 Review project monitoring tools (end-line/PDM) and identify lessons learnt
 Link with the program departments to collect information about past project/lessons-learnt
 Consolidate results and regularly update lesson learnt document for each department
 Ensure proper dissemination of lessons learnt.

Mission 4: Accountable for ensuring the safeguarding policy is fully considered and applied in their relevant areas of responsibility including team management.
 Put Safeguarding topics on the agenda of meeting on a regular basis / lead discussions
 Ensure that the department/unit works in good collaboration and coordination
 Adopt exemplary conduct
 Ensure that the team leaders at every level of management lead discussions on Safeguarding and contribute to the awareness of the staff
 Contribute to the support provided to partners and suppliers in the implementation of the Safeguarding policy
 Ensure (when relevant and based on their scope of responsibilities that our program participants and communities are made aware of this policy and the Safeguarding systems in place contextualized for language, cultural and literal considerations.
 Ensure all staff have access to, are familiar with, and know their responsibilities within this policy
 Ensure compliance with the recruitment procedure to ensure the recruitment of staff without a contentious history on Safeguarding / PSEA issues
 Ensure communication on the subject to all candidates.
 Include questions on Safeguarding in interviews especially for the more ""risky"" (direct contact with communities) or managerial positions
 Assessing employees on Safeguarding responsibilities
 Setting dedicated objectives and evaluating them
 Detecting areas for improvement with a view to continuous improvement
 Priorities objects in relation to safeguarding
 Contribute to the implementation of the Safeguarding policy
 Ensure all staff have access to, are familiar with, and know their responsibilities within this policy.
 Support and facilitate the development of mechanisms to operationalize this policy

Mission 5: External representation.
 Represent ACF and actively contribute to the Assessment Working Group
 Represent ACF and actively contribute to the Community Engagement Working Group
 Attend M&E Technical Working Group for all the consortia
 Upon needs, represent ACF to other external meetings

Mission 6: Team management.
 Taking part in the recruitment of Managers (defining profiles, interviews and/or complementary tests) and contributing to their appraisal
 Identifying needs for program staff technical development and identifying training opportunities, conduct internal trainings if pertinent
 Providing specific technical support where necessary (both in-person and remote), including regular visits to bases and sub-bases
 Ensuring that all program staff are properly trained in monitoring tools, indicator compilation, and reporting
 Seeking technical support from headquarters to reinforce his/her skills and/or those of the teams.

Qualifications and Experience

 Degree and/or post graduate qualifications in the field of social science, development communication, monitoring and evaluation, economics, statistics, or a related field.
 5 or more years of experience with MEAL, database management, quantitative and qualitative research, and technical report writing.
 Experience with online data collection and reporting packages.
 A demonstrated understanding and experience with major donor agencies, and MEL standards and systems.
 Knowledge and working experience with relevant technical fields such as: Food security and livelihoods, WASH, Bio-diversity, Nutrition, Climate, Health.
 Experience developing MEAL products for donors, community and international audiences.
 Creative and with dynamic digital experience.
 Excellent attention to detail.
 Open to learning and an avid reader
 Clear Communication.
 Forward planning and strategic thinking.
