VACANCY Head of Secretariat/Executive Secretary

A vacancy has arisen in the Zimbabwe Anti-Corruption Commission for the Head of Secretariat/Secretary to provide strategic leadership and direction to its departments. This is an excellent opportunity for an experienced organisation leader with a strategic orientation, who will be expected to take charge of the responsibilities indicated below, among others.

REPORTING STRUCTURE The incumbent reports to the Commission of the Zimbabwe Anti-Corruption Commission.

Duties and Responsibilities


KEY RESPONSIBILITIES
Organisation Strategy:
* To provide strategic leadership and direction to the Commission to enable it to carry out its mandate • Self-starter and accountable for the effective operation of Zimbabwe Anti-Corruption Commission • Ensures development and implementation of the Zimbabwe Anti-Corruption Commission strategy. • Ensures review of organisation strategy in line with any changing organisational circumstances. • Performs duties as the Accounting Officer as delegated by the Commission * To continuously keep the Commission advised on the operational and administrative programs, activities and functions * To ensure development and constant improvement of internal controls and operating procedures • Ensure existence of adequate and adherence to policies that guide effective operations of the Zimbabwe Anti-Corruption Commission.
Commission Performance
* Monitors the Commission's performance and ensures it is in line with provisions of the Commission is strategic plan • Presents budgetary proposals from all key functions of the Commission for ratification by the Commission and monitor organisation performance. Superintend over the management of the Commission funds as provided for under Section 18 of the Anti Corruption Act Chapter 9:22 • Foster effective human resources management and ensure high performance culture. • Ensures implementation of Commission policies, operating systems and procedures including strategic sourcing and contracting. • Ensures incorporation of quality control and leading practice standards in operational processes. • Ensures production and management of Commission performance reports. * To carryout other mandate as directed by the Commission
Governance
* Ensures the conduct of the Commission and all its employees do not compromise its good standing in the eyes of the public. Ensures implementation of structures, policies, procedures and practices that reflect corporate governance. * Attends Commission meetings. * Adhere to corporate governance
Compliance
* Ensures compliance with the Constitution of Zimbabwe, The Public Entities Corporate Governance Act, the Anti-Corruption Act and all relevant Government Statutes.
Stakeholder Relations
* Ensures good cordial relations with the Commission's stakeholders. * Ensures the upholding of the organisational values and ethics.
People Management
* Ensures development and implementation of sound strategies for the attraction of development and retention of talent. Assigns SMART organisation objectives to direct subordinates in line with the Commission's performance management policy.
Procurement
* Head the Procurement Management Unit in accordance with the Public Procurement and Disposal of Public Assets Act 9 (Chapter 22:23) • Develops and oversees sound financial management system. * A commitment to continuous improvement.

Qualifications and Experience

QUALIFICATIONS &ATTRIBUTES

i. A Masters' Degree in Management/Law/Social Sciences/Administration
ii. Preferably a registered legal practitioner, Auditor or Accountant for at least seven years
iii. A minimum of 10 years working experience in a similar position at executive management levels.
iv. Must be a strategic manager whose integrity is beyond reproach.
v. Must be a member of a professional body
vi. Ability to develop long term strategic relationships with key stakeholders in government and other institutions.
vii. Excellent oral and written communication skills is a must.
viii. Demonstrate technical understanding of anti-corruption aspects.
ix. Demonstrate ability and tenacity to work with Government and other stakeholders towards making Zimbabwe Anti-Corruption Commission a world class institution.
x. Results oriented and be of impeccable integrity and possess good motivational and leadership skills.
