INVITATION TO CANDIDATES TO FILL THE POST OF DIOCESAN EDUCATION SECRETARY
1. BACKGROUND
The Anglican Diocese of Harare Education Office invites applications from suitably qualified candidates for the position of Diocesan Education Secretary (DES).
The position becomes vacant on 1 January 2027 following the expiry of the current DES’s term on 31 December 2026.
The DES shall be appointed by the Bishop and Standing Committee on the recommendation of the Anglican Diocese of Harare Management Board (SMB), for a three-year renewable contract, subject to satisfactory performance and service conditions.
The successful candidate shall assume duty on 1 January 2027.
2. POSITION DETAILS
Position : Diocesan Education Secretary
Location: Anglican Diocese of Harare Offices, Paget House
Reports To: The Bishop, through the Diocesan Secretary
Governance and Oversight: Schools Management Board
Contract: Three (3) years, renewable subject to satisfactory performance
Purpose of the Position
The DES shall provide professional leadership, supervision and administrative oversight of the educational ministry of the Diocese and ensure that Diocesan schools operate effectively and in accordance with Church policies, government regulations and professional standards.
3. KEY DUTIES AND RESPONSIBILITIES
The DES shall:
a) Provide overall professional supervision and coordination of all Diocesan schools and educational institutions.
b) Implement the Anglican Council of Zimbabwe Education Policy, Diocesan education policies and relevant government education requirements.
c) Monitor school performance, academic standards, administration, staff welfare, pupil welfare and institutional development, and advise the Diocesan Secretary on matters requiring attention.
d) Work with the Schools Management Board in identifying and recommending candidates for appointment as Heads and Deputy Heads of Diocesan institutions.
e) Coordinate the orientation and induction of Boards of Governors, Heads and Deputy Heads and provide guidance on effective institutional governance.
f) Promote staff development, professional conduct, pupil welfare, safeguarding and child protection within Diocesan schools.
g) Liaise with the Ministry of Primary and Secondary Education, non-governmental organisations, Boards of Governors, School Development Committees, parents, communities and other stakeholders.
h) Coordinate educational programmes and activities of the Diocese and represent the Diocese appropriately in education-related matters.
i) Prepare and submit regular reports on the Education Office and Diocesan schools to the Bishop through the Diocesan Secretary, the Schools Management Board, Standing Committee and other authorised bodies.
j) Maintain appropriate systems for educational data, records, monitoring, evaluation and institutional reporting.
k) Prepare plans for the Education Office and oversee implementation.
l) Provide leadership and supervision to staff in the Education Office and ensure effective administration.
m) Maintain confidentiality and appropriately manage institutional records.
n) Declare and appropriately manage conflicts of interest and perform other duties assigned by the Bishop through the Diocesan Secretary or other duly authorised Diocesan authority.
4. ANGLICAN COMMITMENT AND PERSONAL ATTRIBUTES
The successful candidate shall be an Anglican communicant in good standing, with a demonstrable and traceable history of active commitment and participation in the Anglican Church.
The candidate shall:
a) Be a baptised and confirmed Anglican communicant in good standing.
b) Have a traceable history of active involvement in the Anglican Church through Parish, Diocesan, ministry, educational, pastoral or other recognised Anglican activities.
c) Have no canonical, ecclesiastical, disciplinary or other recognised impediment to receiving Holy Communion or participating fully in the worship and ministry of the Anglican Church.
d) Not be subject to any unresolved disciplinary process or restriction that would prevent the person from properly exercising the responsibilities of the position.
e) Demonstrate that his or her Anglican commitment is genuine, established and predates the application for employment, rather than being undertaken primarily or solely to secure employment.
f) Demonstrate familiarity with Anglican doctrine, worship, structures, governance and the Church’s educational mission.
g) Demonstrate integrity, confidentiality, accountability, sound judgement, maturity, good interpersonal and communication skills, and the ability to work effectively with Church, government and educational stakeholders.
h) Be willing and able to travel to Diocesan educational institutions as required.
Verification
The Diocese reserves the right to verify an applicant’s Anglican membership, communicant status, history of active participation and good standing through the appropriate Church structures, including the Parish Priest, Rector, Archdeacon or other authorised Anglican authority.
5. PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
Applicants must have:
a) A first degree in Education or an equivalent relevant qualification from a recognised institution.
b) A recognised professional teaching qualification.
c) At least five (5) years’ relevant experience in education, school administration, educational management or a related field.
d) Sound knowledge of the Zimbabwean education system and applicable education regulations.
e) Good computer literacy, including proficiency in Microsoft Word, Excel, PowerPoint and Outlook.
f) Strong organisational, filing, data management, analysis and reporting skills.
g) Basic bookkeeping and financial administration skills.
h) Proven administration skills.
i) Understanding of and experience in child protection and safe-guarding practices within educational institutions.
j) Excellent written and verbal communication skills in English and proficiency in at least one major local language.
Experience in school leadership, educational governance, policy development, monitoring and evaluation, strategic planning or management of multiple institutions will be an added advantage.
6. GOVERNANCE AND ACCOUNTABILITY
The DES shall operate within the governance structures of the Anglican Diocese of Harare and maintain effective working relationships with the Bishop, Diocesan Secretary, Schools Management Board, Standing Committee, Rectors, Archdeacons, Board of Governors, Heads and Deputy Heads, School Development Committees, staff, Ministry of Primary and Secondary Education and other stakeholders.
The DES shall report to the Bishop through the Diocesan Secretary.
The Schools Management Board shall exercise its approved governance and oversight responsibilities, including its role in recommending candidates for appointment.
The DES shall not act independently on matters reserved for the Bishop, Standing Committee, Schools Management Board or other competent Diocesan authority.
7. SALARY AND CONDITIONS OF SERVICE
Salary and benefits shall be determined in accordance with the Diocese’s approved remuneration framework, applicable conditions of service and relevant national employment standards.
The position ordinarily requires five (5) working days per week and eight (8) hours per day, with occasional work outside normal hours and travel as required by the duties of the office.
