Job Description

The organization seeks the service of a consultant to conduct an assessment and produce a policy brief document/report for the purposes of engaging various stakeholders including government, local authorities and parliament. The policy brief should clearly identify the critical issues from the study findings, the challenges/gaps and key recommendations for each actor /duty bearer.

Duties and Responsibilities

Objectives
Conduct a gender analysis of women’s participation in Emergency Response interventions in Mutare – which should include legal and policy analysis, barriers and opportunities for women’s participation in Emergency response; Identify the different needs, vulnerabilities and coping-strategies of women and men, so that they can be more adequately addressed in response to the emergency situation; Document key lessons learned and strategies when gender differences have been properly understood and addressed; Develop a policy brief document for stakeholder engagement.

Qualifications and Experience

Qualifications
Minimum Requirements of researchers: PhD or Master’s Degree; with international standing and familiarity with current trends in gender, socio- legal, humanitarian/emergencies context in Zimbabwe; Substantial research experience and publication track record ; Evidence of independent and innovative research experience and track record, including scholarly publications; Experience in gender, development; participatory research methodologies; policy engagement, or strong potential to perform in these areas ; Evidence of ability to work with teams ; Expertise and experience in innovation and research design in gender and service delivery issues; Incumbent must be available to conduct field work.
