Position: Civil Work Engineer (Part-time)

Terre Des Hommes Italia (TDH Italy), a child rights organisation seeks to hire a competent, qualified and experienced Civil Work Engineer to support the design, supervision, and quality assurance of all civil and mechanical works under a project that aims to strengthen the linkages between nutrition, agriculture, and social protection by promoting local food systems, improving smallholder farmers’ livelihoods, and enhancing children’s learning and health outcomes.
Job purpose
The main objective of this assignment is to provide technical engineering support for the planning, design, procurement, supervision, and monitoring of all civil and related infrastructure works, ensuring compliance with national standards, environmental safeguards, and donor requirements. The post holder will support in planning, organizing and supporting the implementation of the project activities in close collaboration with TdH Italy Project management team.
Duties and Responsibilities
• Review project infrastructure plans and technical specifications for all civil works under school gardens and associated facilities, community gardens, processing centres.
• Conduct site assessments, topographical verifications, and feasibility checks prior to construction.
• Prepare or validate detailed engineering designs, drawings, bills of quantities (BoQs), and cost estimates in line with local standards.
• Support preparation of tender dossiers (technical specifications, evaluation criteria, compliance checklists).
• Provide technical inputs to the tendering process for borehole drilling, solar power installations, fencing, construction, and rehabilitation works.
• Participate in bid evaluations, focusing on technical compliance and cost-effectiveness.
• Verify contractor credentials, materials quality, and implementation schedules.
• Monitor contractor performance, ensure health and safety measures are applied, and confirm completion against specifications.
• Verify and approve work progress for contractor payments.
• Conduct technical inspections, testing (e.g., water yield and quality tests for boreholes), and final acceptance reports.
• Ensure that all construction works comply with environmental and social safeguards
• Promote community participation in works and maintenance.
• Produce weekly site visit reports and monthly progress summaries.
• Maintain a technical file for each site (drawings, photos, test results, certificates).
• Provide final completion reports for each infrastructure type, including as-built drawings.
• Support capacity building of school management committees, community members, and local authorities in basic maintenance of water, irrigation, and structural systems.
Qualifications and Experience
• Education:
o Degree in Civil Engineering, Water and Sanitation Engineering, or related field.
• Work Experience:
o Minimum 5 years of relevant experience in rural infrastructure, water supply, or agricultural structures.
o Proven experience with solar-powered boreholes, irrigation systems, fencing, and small-scale Agro-processing infrastructure.
o Familiarity with Zimbabwean construction standards and procurement procedures.
o Experience in supervising contractors and conducting quality assurance inspections.
o Strong understanding of environmental and social safeguards and occupational health and safety standards.
o Registration with the Engineering Council of Zimbabwe or equivalent professional body.
o Excellent reporting, communication, and coordination skills
Key Skills
The person is expected to have the following key skills:
• Technical Skills:
o Ability to produce and interpret technical drawings, BoQs, and cost estimates.
o Experience in hydrogeological assessment, borehole design, and solar pump sizing.
o Familiarity with drip irrigation systems, water storage, and distribution design for smallholder settings
o Strong background in supervision of contractors, site management, and compliance verification
o Ability to conduct materials testing, yield tests, and verify as-built compliance
o Experience with fishpond, animal shelter, and community infrastructure (latrines, sheds, fencing)
o Proven understanding of environmental impact mitigation, waste management, and gender-sensitive construction practices
o Experience supporting tender preparation, technical bid evaluation, and contract monitoring
o Competence in technical report writing, progress monitoring, and use of digital tools (MS Project, Excel, GIS mapping, or KoboCollect for field monitoring)

• Other requirements
o A valid, full, and clean class 4 driving licence with a valid defensive driving certificate and proven experience in driving 4x4 vehicles in off-road and rural terrains, especially in project field locations would be a distinguished asset
o Willingness to travel to project sites across Zimbabwe.
