SCOPE OF THE WORK
Evaluation Purpose
The main purpose and objectives of this end of project evaluation are to:
a) Assess progress made towards the achievement of goals, objectives and results of the project set out in the agreement
b) Determine if the results contributed to the fulfilment of the overall goals of the project
c) Assess performance in terms of context, resource allocation and informed and timely action
d) Identify key lessons learnt and comment on continuous learning processes.

National
Target Groups
Political Party Leaders, Leaders of Women’s Wings and Youth Wings; Political Liaison Officers; programme staff; civil society; law enforcement; Zimbabwe citizens.
Evaluation
Undertake evaluation tasks consistent with EU evaluation guidelines methodology, the work plan and parameters agreed and/or set out in the Terms of Reference.

Management Structure
The Project Manager for this assignment will be Isaac Maposa, Executive Director – Zimbabwe Institute or his designate.
Facilities to be provided by the Contracting Authority and/or other parties
Office and meetings’ space limited to 26 Lomagundi Road, Avondale, Harare or any other designated venue advised by the Contractor during normal working hours.
Preparatory Work: Briefing and Inception Meeting/s
A briefing session with the ZI management, Secretaries General of Political Parties, Political Liaison Officers, funding partners, be necessary to ensure that the preparation for the process is done in a way that gives the project implementation context, ensures the desired result/outcomes. In doing so, the consultant/s will draw up and verify a list of key informants for evaluation purposes.
ZI seeks suitably qualified experts in the field.

In their response to the Terms of Reference and referring to Annex 2, the consultant/s will develop an evaluation methodological approach and detailed work plan prior to commencement of the assignment. The methodological approach and work plan will be discussed and agreed on at the Inception Meeting.
a. Expression of Interest with a clear outline of the Methodology and Workplan.
b. A Copy of an Evaluation carried out in the last 3 years.
c. Consultants' CV; and
d. Conflict of interest: If a consultant belongs to any of the participating organisations in the Consortium, a declaration of this fact should be stated with submission of the application
