The National Employment Council of the Cotton Industry is a representative body of employer and employee organisations, enacted in terms of the Labour Act of Zimbabwe, Chapter 28:01. It is made up of structures namely, The Council, the Executive Committee, Negotiating Committee, Exemptions Committee and Secretariat. Key to this structure are Designated Agents who are also conciliators and arbitrators responsible for resolving disputes in their particular industry. The functions of the NEC include:
• Assist members in conducting Collective Bargaining Agreements
• Conducting industrial inspections
• Conciliation & arbitration services for disputing parties
• Enforcement of Collective Bargaining Agreements or any employment regulations
• Promulgation of Industry Employment Regulations into Statutory Instruments
• Training employees and employers on Labour Relations, Human Resources and Labour Law
