Job Description

Scope of work:
Under the supervision of IRC Zimbabwe DDP, and based in Harare, the WPE Manager will be responsible for the overall coordination, implementation, technical guidance and quality of the IRC Zimbabwe’s WPE program working in close collaboration with the WPE team and local partners. The WPE Manager will provide technical support to the whole IRC Zimbabwe team on all protection related issues supporting all other IRC’s program areas in Zimbabwe to achieve IRC’s commitments to gender equality. S/He will also collaborate with the WPE Technical Advisor at IRC Headquarters and key staff in within the IRC to ensure that IRC programming for women and girls is appropriately coordinated and quality is maintained.

Duties and Responsibilities

• Key responsibilities:
Technical Quality
Provide technical and management leadership to the WPE program and in accordance with WPE program approaches, WPE and GE standard methodology and IRC’s Outcomes and Evidence Framework (OEF)
Provide ongoing training, coaching and mentoring to the WPE and partners to ensure quality of WPE service delivery and all other program activities. Ensure that ethical and sound data collection and information management systems are in place for appropriate GBV analysis, planning, evaluation, and advocacy
Contribute to the realization of the IRC Zimbabwe Strategy Action Plan and the IRC’s global OEF by designing WPE programs aligned with relevant Theories of Change and supporting other sectors in meeting gender equality outcomes through their project designs
Lead all resource mobilization and program development efforts for WPE activities
Ensure regular communication with the WPE Technical Advisor to integrate appropriate technical input and priorities in program design implementation
Provide ongoing leadership to the project team and oversee implementation and coordination of activity plans to ensure targets are met.
Implement monitoring & evaluation systems to demonstrate impact and advise ongoing program design.

• Grant Management
Manage and oversee all WPE grants; develop and maintain work, spending and procurement plans for multiple projects.
Participate in all WPE Grant Opening, Mid-Term and Closing meetings.
Prepare internal and external reports within agreed deadlines using IRC and donor formats.
Manage the project budget; supervise all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; supervise monthly Budget vs. Actual and expenditure sheets. Bring any over/under expenditure issues to the attention of the SPC and the Grants Team.
In coordination with the DDP and HQ Technical Unit, participate in the development of proposals and concept notes for expanding IRC’s WPE portfolio in Zimbabwe.
Build staff capacity in writing activity and monthly reports to document the program.

• Coordination and Representation:
Represent the IRC in the GBV sub-cluster in Harare, with donors and other key partners.
Develop and maintain effective working relationships with all partners - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance multi-agency and multi-sectoral cooperation and coordination.
Ensure that relevant information from coordination meetings is shared internally and with other sectors.
Contribute to advocacy efforts at the national, regional or international level to bring attention to the needs and voices of women and girls affected by various emergencies in Zimbabwe
Ensure GBV risk mitigation activities are incorporated into other sectors and humanitarian activities, through trainings, advocacy and other mentoring or support.

• Recruitment and team management:
Recruit staff in conjunction with Human Resources Department
Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the WPE program.
Supervise WPE staff and volunteers directly
Ensure Performance Management System documentation is in place and followed up regularly.
Recommend and implement a capacity building plan for project staff.
Ensure WPE staff understand and follows IRC and donor Policies and Procedures.

Qualifications and Experience

• Education, Knowledge & Experience:
• Bachelor’s degree in law, gender studies, health, social work, humanities or other related subject area.
• At least 5 years professional experience in Women’s Protection and Empowerment/GBV programming, preferably in an emergency context
• In-depth understanding of the root causes of GBV, related international standards, and GBV prevention and response strategies.
• Familiarity with WHO Clinical Management of Sexual Abuse(CMR) guidelines or IRC Clinical Care of Sexual Assault Survivors (CCSAS) guidelines
• Familiarity with the Gender Equality standards and gender mainstreaming strategies
• Demonstrated experience in WPE/GBV program start up, including recruiting and building the capacity of a new team, preferably in emergency contexts
• Demonstrated experience in program design and monitoring; experience developing and supervising budgets, work plans and other program management tools.
• Experience in facilitating practical workshops and learning on this issues outlined in the areas of responsibility for this position;
• Experience in working collaboratively and/or advocating with other sectors and teams to promote gender equality and prioritize needs of women and girls
• Demonstrated team leadership skills with medium or large-size teams; experience with remote team management a plus.
• Demonstrated coordination, networking and relationship building skills with key partners including government, donors, INGOs, national and local organisations, UN agencies.
• Good interpersonal and team building skills and knowledge of participatory approaches
• Fluency in English. Excellent oral and written communication skills.
Willingness to travel in very remote and war affected areas under adverse conditions
• Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Self-motivated, honest, highly responsible, and punctual.
