Job Description
3 (Three) x WASH Officers: Africa AHEAD
Deadline: 3 April 2020 (COB)
Location: Field Based
Duration: 12 months
The WASH officer is responsible for the day to day smooth running of the WASH aspects of the program in line with national and AAZ protocols and the project proposal.
Duties and Responsibilities
Administration/Finance
Manage and safeguard AA’s equipment: ensure the proper use and maintenance of AA’s assets including IT equipment and motorbikes/vehicle; Adhere to administration and financial management procedures for purchases and expenditure (including timely requests for funds). Failure to follow proper procedures may result in dismissal; Meet deadlines for submitting work plans, time-sheets, travel advances and acquittals
Programme Activities
Support the implementation of the WASH program ensuring full accountability; Conduct WASH needs assessments
Training
Train/refresh WPUCs, VPMs Builders, CBFs and SBFs; Train in CBM and support water point rehabilitation/repairs
Networking and community mobilization
Network with stakeholders at the appropriate level (district, ward and village); Attend monthly and quarterly meetings at the district level; Communicate project objectives and expected results to project participants; Explain the main activities, methodologies and sustainability mechanisms and strategies to communities.
M&E Requirements
Monitor program activities in line with AA and donor requirements and project goals.
Reporting
Meet deadlines for submitting monthly project reports to the PM; Provide reports to feed into AA’s M&E system, as requested; Promptly inform the PM about any incidents that arise during the field work and any relevant information that could affect the implementation of the project and/or the safety and welfare of AA staff.
Qualifications and Experience
Qualifications and experience required
A degree/diploma in any discipline relating to Public Health Engineering is the necessary educational background. Experience could substitute for a formal qualification, but not vice versa; Most importantly, proven practical experience working in emergency context in an appropriate water, sanitation program and community mobilisation; Proven ability to undertake a feasibility study; The ability to present concise reports reflecting the problems and possible solutions for particular situations; Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels. The post holder should also be at ease in working with local people; Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations; A capacity and desire to pass on skills and information to colleagues and other partners is essential; Class 3 driver’s license a must; Knowledge of the Community Health Club methodology is an added advantage; Excellent grasp of English both spoken and written; Willingness to live in a rural community
