Position Description
Community Technology Development Organization (CTDO) is seeking a Water, Sanitation, and Hygiene (WASH) Expert for its Enhanced Resilience Adaptation to Shocks and Economic Strengthening (ERASE) Phase 2 Project in Zimbabwe. The project seeks, among other things, to improve water, sanitation and hygiene situations in the targeted communities.
The WASH Expert will serve as the project’s full-time technical lead for all water, sanitation and hygiene activities. The WASH Expert will provide technical direction and advice to the project to ensure quality of WASH interventions under the ERASE Phase 2 Project. The expert shall ensure that project outcomes related to the promotion of hygiene related behaviour are realized. The expert will work closely with the Programme Manager, ERASE Project Coordinator, the Monitoring and Evaluation officer and field-based staff to ensure effective project implementation, and contribute to development of project work plans and performance reports.

Duties and Responsibilities

Terms of References
• The WASH Expert shall: Oversee the implementation of the ERASE Project WASH component to ensure high quality and timely delivery of programme activities;
• Lead the development of WASH component work plans, ensuring that targets are met and project outcomes are achieved;
• Work closely with the ERASE project staff to design and implement targeted strategies for the improved community participation in improving the water, sanitation and hygiene situation in the targeted communities;
• Work closely with the Project Coordinator and Monitoring and Evaluation Officer to develop effective WASH Monitoring and Evaluation Tools for the ERASE Project;
• Develop and maintain relationships and work closely with local WASH actors, including Rural District Councils and government stakeholders, communities, NGOs and other relevant stakeholders to ensure effective coordination of the project activities;
• Ensure community involvement in all phases of the project and facilitate community ownership of the project; Contribute detailed and accurate written inputs to fulfil internal and external project’s technical and financial reporting requirements;
• Serve as the primary representative of project WASH activities within and outside the project;
• Participate in relevant coordination meetings to present project activities, ensure coordination with other projects, and assure highest quality of project implementation;
• The WASH Expert may be expected to mentor and or build capacity of other CTDT staff and stakeholders on WASH related issues.

Qualifications and Experience

Skills and Qualifications
• Minimum of 3 years’ technical experience on implementing WASH programming in Zimbabwe;
• Degree in Public Health or any Social Science is an added advantage;
• Demonstrated knowledge and background in community mobilization and engagement;
• Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate;
• Demonstrated excellent programme implementation skills;
• Good communication skills, excellent written and spoken English language skills;
• knowledge of Shona language preferred;
• A history of productive involvement and engagement / collaboration with government stakeholder and local authorities, processes and service delivery models in Zimbabwe.
