Job Summary

The Town Secretary is the Accounting Officer, responsible for the management of the Council’s administrative operations, financial resources, and the implementation of Council policies. The Town Secretary reports to the Council Chairperson.

Duties and Responsibilities

Roles and Responsibilities

1. Provide expert advice to Council on policy formulation, local governance, and statutory obligations.
2. Oversee the day-to-day management of the Council in accordance with the Urban Councils Act Chapter 29:15 and government policies.
3. Supervise Council employees (e.g. departmental heads such as the Finance Director, Engineer, and Director of Housing).
4. Manage the Council’s assets and resources.
5. Coordinate Council and Committee meetings, including preparing agendas, distributing notices, and ensuring recording and circulation of accurate minutes.
6. Ensure that Council resolutions are successfully implemented.
7. Maintain an efficient, secure, and legally compliant records management system for all Council proceedings.
8. Bear primary responsibility for the Council’s finances, including oversight of budgeting, revenue collection, and expenditure.
9. Ensure the Council’s financial records are maintained transparently and prepared for regular statutory and internal audits.
10. Enter into legal agreements, contracts, and procurement agreements on behalf of Council.
11. Manage the recruitment, training, discipline, and welfare of the Council workforce to maintain high productivity and service standards.
12. Act as the primary liaison between Council, labour unions, and employees, advising on all labour-related matters.
13. Serve as the primary point of communication between Council and the public.
14. Ensure the development and maintenance of roads, buildings, water, and sewer infrastructure.

Qualifications and Experience

Educational Qualifications

Minimum requirement is a Bachelor’s Degree from a recognised university in any of the following fields:

* Public Administration
* Local Government Administration / Local Governance
* Business Administration
* Business Studies
* Business Management
* Law (LLB)
* Social Sciences
* Political Science
* Development Studies
* Economics
* Applied Economics
* Development Planning
* Finance
* Accounting
* Engineering
* Agriculture and Rural Development
* Rural and Urban Planning / Town Planning
* Arts or an equivalent qualification

A relevant Master’s Degree (e.g. Master of Public Administration, MBA or Executive MBA) will be an added advantage.

Experience, Skills and Attributes

* At least 4 years’ post-qualification experience at middle or senior management level.
* Citizen of Zimbabwe.
* No criminal record (submit a Police Clearance Certificate).
* Clean record of service within the Local Government sector, where applicable.
