Terms of References (ToRs) to produce short videos and high-resolution pictures for the Climate Adaptation for Rural Livelihoods (CARL) project in Zimbabwe

Background of the programme
Oxfam in Zimbabwe together with Southern Alliance for Indigenous Resources (SAFIRE), University of Zimbabwe (UZ), the Swedish Meteorological Hydrological Services (SMHI) and in collaboration with various government departments is implementing the Climate Adaptation for Rural Livelihoods (CARL) project in the three districts of Zimbabwe that are Gutu, Buhera and Bulilima. The SIDA funded CARL project targets 6,000 households and is in its third and final year of implementation. The project’s Theory of Change is premised on the belief that the capacity of rural households to absorb, adapt or transform in the face of increasing climate risk can be improved if there are changes in their access to a combination of livelihood assets at household (micro), watershed (meso) and national (macro) levels. The CARL project has adopted the Climate Resilient Village (CRV) approach which allows for the implementation of a menu of interventions to build the adaptive, absorptive, and transformative capacity of rural smallholder farmers against the effects of climate change.
The project’s goal is to contribute towards reduced poverty and vulnerability to impacts of climate change in Zimbabwe through improving the climate resilience of agricultural production and rural livelihoods and adaptive capacity building investments, knowledge support and technical capacity building of supporting institutions in Buhera, Gutu and Bulilima districts. The CARL project has four interrelated outcomes that are
(i). Targeted vulnerable communities increase adoption of climate resilient livelihoods and agricultural production systems.
(ii). Rural women and youth in targeted vulnerable districts increase their income and economic power in sustainable agriculture value chains.
(iii). Support institutions have strengthened technical capacities to address mitigation and adaptation concerns of rural livelihoods and,
(iv). Monitoring, Evaluation, Learning and Adaptive Feedback.
Rationale of the short videos and pictures
The CARL project is in the third and final year of implementation and tremendous progress and impact have been registered in the targeted rural communities. It is therefore against this background that Oxfam in Zimbabwe seek to showcase interventions that enhanced resilience building for rural communities against effects of climate change and also document the investments, interventions, achievements, and impact of the CARL project in short videos and high-resolution photographs.
Overall objective of the assignment
The overall objective of the assignment is to produce short videos (2-3 minutes duration) and high-resolution photographs highlighting the impact of climate change resilient practices, innovations and key adaptation/resilience policy and practice messages from selected CARL project interventions in Buhera, Gutu and Bulilima districts.

Duties and Responsibilities

Specific tasks for the service provider/ consultant
Working with the project team and target smallholder farmers to produce 7 short videos (2-3 minutes each) showing the socio-economic, biophysical, and environmental impacts of the following climate change adaptation/resilient practices implemented under the CARL project:
• Mutunha (Buhera) and Ruti (Gutu) irrigation schemes including the impact of gender mainly focusing on Gender Action Learning Systems (GALS) methodology and Village Savings and Lending Associations (VSLAs).
• Guvuriro wetland (Gutu) and the integrated livelihoods that are an orchard and garden
• Nutrition/Market gardens (we will select 1 from each district) including the impact of GALS methodology and VSLAs.
• The impact of climate information shared with smallholder farmers
• Rainfed agriculture systems and Farmer Field Schools (FFSs).
• Social enterprises such as Custom Hiring Centres (CHCs) that were formed from VSLAs
• Livestock enterprises including goat breed improvement and feedlots established.
Note: Additional information including statistics, background pictures and any other relevant information pertaining these interventions will be shared with the successful consultant. Also, scripts to be used for narration in the short videos will be shared with the successful consultant.
The short videos must bring out the following:
- Climate change problem issue
- Project solution
- Impact from the target people’s perspective
- Key climate change adaptation and resilience messages/lessons
Specific deliverables
1. Inception report
Service providers should submit an inception report to Oxfam after 7 days of contract signing. The inception report should summarise service providers’ understanding of the ToRs, the methodology and approach of how the task will be conducted and a detailed workplan.
2. Draft 2-3 minutes short videos
After field visits to Bulilima, Buhera and Gutu districts, service providers should submit 7 draft short videos to Oxfam for review.
3. A folder of 50 high-resolution soft copy photographs
Service providers should select the best 50 photographs from a mosaic of pictures taken in the three districts and submit to Oxfam in a single folder.
4. 6 A3 hard copy photographs
Service providers are also expected to print 5 A3 high resolution photographs
5. Final short videos
After review of the first drafts by Oxfam, service providers are expected to submit the final versions of 7 short videos.
Methodology
Production of short videos should follow a participatory approach where views of implementing teams, direct beneficiaries, and stakeholders in the three districts should be incorporated.
Timeframe
The assignment will be completed over a period of 25 days.
Equipment for the task
Oxfam will neither purchase nor provide any equipment towards the production of the short videos and photographs. All equipment (preferably state of the art, high definition) needed to complete the task shall be provided by the service provider.
Logistical support
Oxfam in Zimbabwe will provide logistical support for the assignment including transport and accommodation in Bulilima, Buhera and Gutu districts for only two members. Oxfam will also facilitate meetings between service providers with direct project beneficiaries and stakeholders and with identification of investments, interventions, and impact to be documented.
Copy rights
All materials produced from the production of the short videos and shooting of photographs shall remain the property of Oxfam and the CARL project. Service providers are NOT allowed to use the produced material in any capacity without seeking consent from Oxfam.

Qualifications and Experience

Qualifications and experience of consultants
• The service provider should have at least a bachelor’s degree in communication, media studies or equivalent.
• Should have extensive experience in producing development work related short videos and documentaries for organizations with the aim of reaching out to both local and international audiences.
• Must have a minimum of five years in videography, photography, producing documentaries and short films.
• The service provider should have state of the art high definition filming equipment.
• Ability to adhere to deadlines and flexibility
• Ability to work in multicultural environment
• The team to travel to the three districts should be comprised of not more than 2 members.
Selection criteria
Submitted applications will be selected based on the following criteria
• Sound technical proposal with an implementable methodology
• Budget
• Traceable previous work experience
• Educational qualifications

How to Apply

Application procedure
Service providers who meet the above qualifications and experience should submit a technical proposal and a budget indicating payment terms as one document of not more than 5 pages. The technical proposal should include the methodology as well as a portfolio of previous works with traceable references.
Incumbents should separately submit their detailed CVs with technical and financial proposals.
Web Links or evidence of previous development related short videos done by the consultants are highly recommended and will be an added advantage.
