Job Description

1. Background
Marginalised women and girls, particularly survivors of violence and those at risk of intersectional GBV face multiple layers of discrimination and barriers to justice. In Zimbabwe, despite existing GBV laws and policies, enforcement gaps and societal attitudes continue to hinder effective protection and prevention measures. There is need to enhance the understanding and response of stakeholders to address intersectional GBV comprehensively.

Despite Zimbabwe’s existing legal and policy frameworks to combat GBV, enforcement gaps, cultural norms, and systemic inequalities hinder effective prevention and response. Addressing intersectional GBV requires a nuanced approach that considers the multiple and overlapping forms of discrimination experienced by survivors. A well-researched policy brief is essential to inform and guide stakeholders in developing targeted strategies to address this pressing issue. Insufficient data and research on intersectional GBV further limit evidence-based policymaking and advocacy efforts. These challenges collectively underscore the urgency of developing effective strategies to address intersectional GBV in Zimbabwe.

Duties and Responsibilities

2. Objective of the Consultancy
The primary objective is to develop an Issue Paper on Intersectional GBV.

3. Purpose of the Issue Paper
The primary objective of this consultancy is to develop a comprehensive Issue Paper on Intersectional GBV in Zimbabwe. The paper will:
• Provide an in-depth analysis of the current state of intersectional GBV in Zimbabwe.
• Identify key legal, institutional, and socio-cultural challenges in addressing intersectional GBV.
• Recommend actionable strategies for improving prevention, response, and access to justice for marginalized groups.
• Equip policymakers, civil society organizations, and other stakeholders with evidence-based insights to drive advocacy and policy reform.

4. Scope of work
The consultant will undertake the following tasks:
• Conduct a desk review of existing literature, laws, policies, and reports related to GBV and intersectionality in Zimbabwe.
• Engage key stakeholders through interviews, focus group discussions, and surveys. Stakeholders may include policymakers, civil society organizations, community leaders, service providers, and survivors.
• Analyse barriers to addressing intersectional GBV, including enforcement gaps, cultural norms, systemic inequalities, and resource constraints.
• Develop an issue paper that includes:
o A situational analysis of intersectional GBV in Zimbabwe.
o Key findings from stakeholder engagements.
o Policy and programmatic recommendations to address identified gaps and challenges.
• Present the findings and recommendations to stakeholders for validation and feedback.

5. Deliverables
• Inception report outlining the methodology and work plan
• Draft issue paper for stakeholder review
• Final issue paper incorporating feedback and recommendations
• Presentation of findings to key stakeholders

Qualifications and Experience

6. Qualifications and Experience
The ideal consultant should have:
• A strong background in gender studies, human rights, social sciences or a related field.
• Experience in GBV research, policy analysis and advocacy
• Knowledge of Zimbabwe’s legal and policy framework on GBV.
• Strong writing and analytical skills, with prior experience in developing issue papers or similar documents.
• Proven expertise in engaging diverse stakeholders, including marginalized groups.
