Background
Trócaire works in partnership with local and church organisations, supporting communities in over 15 developing countries across Africa, Asia, Latin America, and the Middle East to bring about lasting
change. Trócaire envisages a just and peaceful world where: people’s dignity is ensured, and rights are respected; basic needs are met, and resources are shared equitably; people have control over their
own lives; and those in power act for the common good.

Working in partnership with local organisations, in Zimbabwe, the Trócaire programme portfolio consists
of projects covering in the following four thematic areas:
Goal 1: Defending Human Rights and Promoting Access to Justice
Our work under Goal 1 also involves empowerment, protection, and promotion of women’s rights
such that they can claim, defend, and protect their rights.
Goal 2: Climate and Environmental Justice
Our work in Goal 2 focuses on the economic empowerment of women through improving their livelihoods and resilience to shocks and threats of Climate Change in Matabeleland South and Masvingo Provinces.
Goal 3: Supporting and Promoting Women and Girls Protection, Voice, and Leadership
Goal 3 focuses on working with partners in the prevention of Sexual and Gender-based Violence
(SGBV) and supporting survivors through the provision of holistic GBV response service.
Goal 4: Saving Human Lives and Protecting Human Dignity
Goal 4 focuses on saving lives and protecting human dignity through supporting locally led humanitarian responses to save lives, reduce suffering, and ensure human dignity is protected.
Protection of women and girls during humanitarian crises is priority component.
Context
Staff within organisations working on Gender-Based Violence (GBV) often face significant emotional and psychological challenges due to the nature of their work. Organisations have a duty of care to their
staff working in this field. Adequate staff care is essential to the delivery of quality services. To maintain the well-being of their staff and ensure sustainable and effective, high quality service delivery, it is crucial
for organisations to have adequate staff care policies and practises in place which meet minimum standards. To support partners in establishing these policies and practises, Trócaire is seeking a consultant to compile a comprehensive staff-care manual. This manual will provide practical resources
and strategies to support the mental, emotional, and physical health of employees working in GBV contexts in line with minimum standards and best practise
Trócaire partners work on GBV at different levels of the GBV intervention pyramid. This consultancy will reflect the needs of organisations working at level 2: Community and family (community engagement
on prevention of GBV/referrals) and level 3: focussed non-specialised support (Case Management and
services for GBV survivors). It is expected that some guidance and tools will require adaptation to these
two distinct groups of staff (e.g. supervision policies and templates).

Objective
The primary objective of this consultancy is to develop and socialise a staff-care manual in a participatory process which ensures a sense of partner ownership/buy in and is tailored to the needs of
organizations working on GBV in Zimbabwe. This manual should encompass key approaches for staff care in line with best practice. The consultancy should also assess capacity levels and needs of partners
to implement the core components of minimum standards in staff care and make recommendations to
meet the capacity gaps.

Duties and Responsibilities

The consultant will be responsible for:
Partner Consultation:
• Conduct a consultation process online with key partner staff through interviews and focus group
discussions.
• Establish advisory group of partner staff to accompany process from beginning to end.
• Identify the following: a) current staff care policies and practices of partner organisations, b)
current practices and implementation of staff care policies and practices, priorities of staff
supervisors in relation to staff care, c) Identify partner needs and practices in relation to staff
care.
Manual Development
• Developing a comprehensive staff-care manual that details guidance for key approaches to
staff care for frontline workers in line with minimum standards, adapted to the different levels of
the IASc GBV intervention period (i.e.e level 2 and level 3).
Validation Workshop
• Organizing and facilitating a workshop to validate the draft manual with key stakeholders from
the organizations working on GBV.
• Incorporating feedback from the validation workshop into the final manual.
Final Deliverables
• Submitting a final staff-care manual, incorporating all feedback and suggestions from the validation workshop and Trócaire review.
• Providing a short (3-5 page) summary report detailing the findings from the consultation process, and recommendations for operationalisation of the manual and any other recommendations related to staff care.

Qualifications and Experience

Qualifications and Experience
The consultant should have:
- A minimum of 5 years of experience in GBV response (case management), mental health and psychosocial support (MHPSS), or a related field.
- Demonstrated experience in developing training materials, manuals, or guidelines through participatory processes
- Experience working with organizations addressing GBV or similar fields.
- Strong understanding of staff-care minimum standards.
- Excellent facilitation and communication skills.
- Proven ability to conduct engage with diverse stakeholders.
