Job Description

1. Background
Understanding the gender implications of public finance management is essential for advancing gender equality and ensuring equitable distribution of national resources. In Zimbabwe, the National Budget is a critical policy instruments that shape public investment priorities across key sectors such as health, education, social protection, and economic development.

Despite commitments to gender equality and women’s empowerment, traditional budgeting processes often fail to adequately account for the differentiated needs, roles, and contributions of women, men, girls, and other marginalized groups. This oversight can result in unequal access to essential services, limited economic opportunities for women, and persistent gender inequalities.

A gendered analysis of the 2026 National Budget will provide evidence based insights into how public expenditures and allocations affect different genders. The analysis will assess whether budgetary priorities align with national gender commitments, constitutional provisions, and international and regional obligations, including the Sustainable Development Goals (SDGs) and gender equality frameworks.

Duties and Responsibilities

2. Objective of the Consultancy
The primary objective of this consultancy is to conduct a gendered analysis of the 2026 National Budget. The analysis will:

• Assess the gender impact of budget allocations across various sectors.
• Identify disparities in resource distribution and access to services for different genders.
• Provide actionable recommendations for enhancing gender responsiveness in future budget processes.

3. Scope of Work
• Conduct a detailed review of the 2026 National Budget using a gender analysis framework.
• Analyze allocations in priority sectors (including health, education, social protection, and economic empowerment) and assess their implications for women, men, girls, and marginalized groups.
• Apply qualitative and quantitative methods to evaluate gender responsiveness in budget priorities and expenditure patterns.
• Engage relevant stakeholders, including policymakers, civil society organizations, and women’s rights and gender advocacy groups, to inform the analysis.
• Identify gaps, emerging issues, and good practices in gender responsive budgeting.
• Produce a comprehensive analytical report presenting findings, conclusions, and actionable policy recommendations.

• Strengthened evidence for gender responsive fiscal policy advocacy
• Practical recommendations to inform future budget formulation processe

Qualifications and Experience

5. Qualifications and Experience
The ideal consultant(s) should possess:
• A strong background in gender studies, economics, or public policy.
• Proven experience in conducting gender analyses related to budget processes.
• Familiarity with Zimbabwe’s socio-economic context.
• Strong writing and analytical skills.
