Job Description

Introduction
Methodist Development and Relief Agency (MeDRA) is a faith-based local NGO which is part of the mission of The Methodist Church in Zimbabwe. The organisation got registered in 2009 as a PVO (Number 17/2009) though it started working with vulnerable communities since 2004.
Through its humanitarian and development work, MeDRA seeks to empower and transform vulnerable and marginalised communities in order to end poverty and injustice. MeDRA believes that for poverty and injustice to end there should be a society in which all enjoy abundant life and God- given dignity.
Building on its track record, MeDRA is implementing a 5-year Strategic Plan (2022 -2026) which is guiding the organisation’s programmatic efforts to advance community empowerment. The organization recognizes that its employees have a role to play in implementing its strategy, achieving the organisation’s vision, mission and objectives.
Background of Consultancy
MeDRA does not have its own Human Resources Policies and Procedures manual in place and has been dependant on The Methodist Church in Zimbabwe manual. MeDRA’s Board of Directors has embarked on a process to come up with a Human Resources Policies and Procedures Manual, being guided by the Methodist Church Human Resources Policies and Procedures Manual.
The objective of the consultancy is to develop a Human Resources Policies and Procedures Manual for the MeDRA to promote consistent work practices and standards and to promote a conducive working environment in the organisation.
Therefore, MeDRA seeks the services of a qualified and experienced consultant to provide MeDRA with its own Human Resources Policies and Procedures by studying and building on top of the Methodist Church in Zimbabwe (MCZ) Human Resources Handbook and the draft MeDRA Human Resources Policies and Procedures Manual and benchmark it against similar manuals from similar organisations to come up with a comprehensive document.

Duties and Responsibilities

Scope of Work
1. Carry out a review of the draft Human Resources Policies and Procedures Manual for MeDRA and identify gaps for existing policies and benchmark with at least 2 local faith-based NGO.
2. Based on the review, propose, and develop applicable and comprehensive Human Resources Policies and Procedures.
3. To prepare a Human Resources Policies and Procedures Handbook/Manual.
Deliverables
4. A comprehensive and applicable Human Resources Policies and Procedures Handbook/Manual which is not inconsistent with the MCZ manual. This will be presented at a meeting of the MeDRA Board of Directors.
5. Train MeDRA staff on the new Handbook/Manual and its form, templates and procedures for making it fully functional and operational

Qualifications and Experience

Required Skills
The consultant will be identified and selected based on relevant work experience in a similar role and assignments, ability to deliver, analytical skills, educational qualifications, and familiarity with global donor landscape and other faith-based organizations in particular.
• An advanced university degree in Human Resources, Law, or a related field
• An MBA from a reputable business school is an added advantage.
• At least 10 years of leadership experience in the Human Resources or Legal fields.
• Experience in Human Resources transformation projects is highly desirable.
• Experience of writing Human Resources Handbooks/Manual or legal drafting is desirable.
• Understanding needs of entities with multilateral funding and requirements, is highly
desirable.
• Excellent Communication Skills: verbal – written – presentation.
General Terms and Conditions:
• The Consultant will have full access to all relevant documents as needed to undertake the assignment.
• The Consultant is under the obligation of confidentiality. Information, data, database, knowledge resources in the forms of briefings, reports, proceedings, articles, policy documents etc. issued by and for the MeDRA will be MeDRA’s property and require permission for use and disclosure.
