Job Description

Background and introduction

The Oxfam in SAF Cluster regional strategy commits to a just and sustainable future for all people in the Southern Africa region. Our programming is currently in four countries namely Malawi, Mozambique, Zambia and Zimbabwe with an ambition of expanding to more SADC countries.
In Zimbabwe, the SAF Cluster is collaborating with Oxfam Ireland and local implementing partner organization Aquaculture Zimbabwe, to pilot an innovative project called Unblocked Cash Zimbabwe (UBC Zim). The UBC project uses a blockchain-backed digital platform to deliver cash and voucher assistance (CVA) to vulnerable community members. This UBC approach provides e-vouchers that can be used to purchase goods at local businesses, while allowing participants the freedom to choose what items are most relevant for their households. UBC Zim is a unique project that blends collaboration with private tech partner (Sempo), a local capacity building approach, and nexus focused outcomes – addressing humanitarian needs of food security while building resilience of local communities and small/medium enterprises (SMEs). The SAF Cluster through the Zimbabwe office seeks the services of a videographer to produce a short (ten minute) documentary that showcases the impact and success realised as a result of Oxfam’s support under the UBC Zim project. In addition, the consultant will provide a minimum of 50 high-definition still image photographs that can be easily integrated into marketing materials and Oxfam publications.
Main Objective of the Consultancy
The key objective of the videographer is to produce a high-definition video documentary that highlights the impact and benefits of UBC Zim project. This includes, profiles of project participants (beneficiaries, vendors, staff) relating stories of how the UBC project has had a positive impact on their lives, businesses and work and their perspectives on the UBC approach for potential use in future. The videographer will need to:

Duties and Responsibilities

• Capture beneficiary families’ profiles and stories on how the UBC project has impacted on their lives. (60% of total content)
• Capture insights from SME owners, especially female run and operated, on the UBC project and its impact on their livelihoods and perspective on potential future use. (30% of total content)
• Capture how local NGO staff and Oxfam staff view the benefits of UBC approach and their perspective on it’s potential for future use. (10% of total content)
N.B To advance gender equality and/or the empowerment of women and girls, the videographer must ensure that 60% of the footage captures the views of female beneficiaries.
1.0. Key Deliverables and timelines
The following deliverables are expected from the Consultant within two weeks of engagement:
a) A schedule of the entire process, indicating timelines for development, production, post-production, and packaging of the video.
b) The Consultant is expected to produce, a reviewed and edited video packaged and delivered in the following formats:
• B-roll high definition footage
• High resolution electronic storage format with subtitles
• Web size format for uploading to online media such as YouTube, Twitter and Facebook
• Mobile size format specifically for mobile applications like WhatsApp and Signal.
• Well documented consent forms with contact details of the sources
c.) High quality photos that captures the impact of the programme. They will include the following:
• Ten(10) Landscape photos (A2) with beneficiaries showing the impact of the projects.
• Close up show detail of the impact of the project
• All photos should be high resolution and should not compressed when editing

Qualifications and Experience

2.0. Qualifications
Suitable applicants should have the following.
• A Bachelor’s degree in Film/Video Production, Communications, Journalism, Television Production, Media Arts, or related area
• At least three (3) years’ experience in producing documentaries/videos focusing on development communication.
Selection criteria
Submitted applications will be selected based on the following criteria
• Sound technical proposal with an implementable methodology
• Budget
• Traceable previous work experience
• Educational qualifications

Service providers who meet the above qualifications and experience should submit a technical proposal and a budget indicating payment terms as one document of not more than 5 pages. The technical proposal should include the methodology as well as a portfolio of previous works with traceable references.
Incumbents should separately submit their detailed CVs with technical and financial proposals.
Web Links or evidence of previous development-related short videos done by the consultants are highly recommended and will be an added advantage.

Ways of working and reporting lines
The consultant will work directly with the project lead and SAF Media and Communications Lead for technical guidance.
Note: The successful candidate will be trained on Oxfam Ethical Content Gathering Techniques and Safeguarding issues.

Payment Terms
The Videographer should indicate payment terms .
Oxfam will provide Transport, Accommodation, and subsistence for meals
