The SET project is an initiative of 11 organizations from 5 countries namely National Action for Quality Education (NAQEZ) – Zambia, Girls Activist Youth Organization (GAYO)- Malawi, Farming Community Education Trust (FACET) – Zimbabwe, Women Excel Trust (WET) – Zimbabwe, Mwana Pwo – Angola, Associacao Mulher, Lei e Desenvolvimento – Mozambique, Plataforma Mulheres em Acção Angola – Angola, Mwanasikana Wanhasi– Zimbabwe, Centre for Reproductive Health and Education – Zambia, Centre for Youth Empowerment and Civic Education (CYECE) - Malawi, and Students And Youth Working
on reproductive Health Action Team (SAYWHAT) – Zimbabwe as the leading partner. These organizations are delivering the project under the name GEAR alliance. The alliance is alive to the reality that girls in rural and farming communities areexcluded from accessing education due to the absence of CSE, menstrual health
inadequacies, sexual violence, and child marriages amongst other SRH infirmities. To this end, girls` enjoyment of SRH rights is a critical enabler of their dignity and wellbeing.
The project intends to increase girls and young women's access to CSE, menstrual health and youth friendly SRH services targeting rural communities through
transnational advocacy. Below are the key strategic approaches to be adopted;
1. Capacity strengthening of community-based youth organizations to collect evidence on the gaps in delivering CSE particularly for girls and young women;
2. Linking and learning amongst GEAR Alliance members to share effective and promising models for SRH advocacy for young people;
3. Structured participation of GEAR Alliance members in national and regionaladvocacy platforms that review SRH frameworks for young people with a bias
to CSE, MHM and YFSP;
4. Support GEAR Alliance members to generate evidence based content to counter opposition to the rolling out of programs to deliver SRH services for
young people.
The project contributes to SDG 3 which aims to ensure healthy lives and promote the well-being of all people at all ages, underpinned by 13 targets that cover a wide spectrum of the World Health Organization (WHO)’s work.
Objectives of the SET Project
1. To strengthen the capacities of community-based youth-led organizations in the use of evidence in SRH advocacy;
2. To enhance the participation of community-based youth-focused organizations in SRH coordination and review mechanisms at national and regional levels;
3. To enhance intra and intercountry peer learning amongst community-based youth-focused CSOs programming in SRH;
4. To increase the visibility of SRH messages countering opposition on the need to roll out CSE for young people in Southern Africa.
Purpose of the assignment
The study has been commissioned in order to deepen the consortium’s understanding of the operational context within which the project will be implemented. The study will establish baseline values for the indicators that will be monitored during the project implementation span. The following are the specific objectives of the study:
1. Establish the current landscape or status of sexuality education among rural girls,
2. Establish the current status of project indicators,
3. Identify key players in the service delivery chain, their interests, influence, and power dynamics to inform the advocacy agenda,
4. Identify key advocacy platforms at the national and transnational levels that spearhead SRHR.
Scope of the baseline study
The assignment shall be conducted in the 5 countries where the alliance members are located in consultation with SAYWHAT. The consultant is expected to partner with SAYWHAT in conceptualizing the baseline study, developing data collection tools, data analysis, and report writing. SAYWHAT, on the other hand, will be responsible for enumerators’ training and data collection.

Mandatory for the Firm/Entity to be registered in Africa, or have affiliation with an Africa-based Firm/Entity with a presence in Angola, Mozambique, Malawi, Zambia, and Zimbabwe,
Proven experience in designing and implementing baseline studies within the education sector and in East and Southern Africa, supported by a minimum of three (3) references,
Demonstrable evidence of similar work undertaken previously, supported by one work sample which is no more than 5 years old.
