Job Description

BACKGROUND AND CONTEXT

Girls Education Advocacy in the Region (GEAR) project seeks to ensure inclusive and equitable education systems for girls and young women in rural and farming communities of Malawi, Zambia and Zimbabwe through transnational education advocacy. The project will be implemented across the 3 countries from November 2021 to June 2024.

The broad approach employed by the project is to strengthen regional advocacy on the right to education by CSOs that directly work with adolescent girls and young women in rural and farming communities of the 3 countries. The project will resultantly lead to CSOs and communities holding their national governments accountable to global and regional frameworks on education such as SDG 4. Consequently, this will contribute towards addressing the challenges being faced by girls and young women in the rural and farming communities of the 3 countries.
The GEAR projects is designed to contribute to the operating component 3 of the Global Partnership for Education that seeks to create a stronger global and transnational enabling environment for national civil society advocacy and transparency efforts. By design the GEAR project has a significant representation of indigenous young people of Sothern Africa in the core members of the GEAR alliance and this represents a unique opportunity to amplify youth voices in transnational education advocacy by SADC CSOs.
The targeted results will be achieved through the following initiatives;

1. Strengthening the capacities of CSOs from Malawi, Zambia and Zimbabwe to utilize and review processes on binding transnational frameworks on the right to education
2. Supporting in-country collaborations by CSOs to demand government accountability on the right to education using their commitment to progressive education frameworks
3. Supporting participation by CSOs in the review cycles of progressive educational frameworks
4. Supporting CSOs linking and learning on transnational education advocacy

Duties and Responsibilities

Purpose of the Consultancy
• Develop Tripartite Education Advocacy Strategy to promote equal education opportunities for girls in rural and farming communities on Malawi, Zambia and Zimbabwe.

Purpose of the Tripartite Education Advocacy Strategy

The Tripartite Education Advocacy Strategy aims to strengthen the capacity of the GEAR Alliance members to participate in pre, during and post educational framework reviews. The GEAR Alliance proposes the development of Tripartite Education Advocacy Strategy to strengthen meaningful participation and engagement in pre, during and post review of regional and international educational frameworks at SADC, AU and UN levels by June 2024. The Strategy’s main goals are to:

• Strengthen multi-sectoral coordination and implementation of existing policies and strategies on Education and its related frameworks such as SDG4;
• Leverage existing advocacy efforts on education;
• Advocate for prioritization of interventions for education;
• Mobilize more investment to address access to education by girls in rural and farming schools at national and county levels;
• Conduct audience segmentation and develop broad messages for the different audiences and platforms in the education review space (national, SADC, AU and UN).
• Identify different perspectives to advocate for inclusive and equitable education among girls and young women in rural and farming communities

Scope of Work

The Consultant will review existing strategies on education advocacy, so as to identify gaps and provide recommendations to strengthen the strategies. The Consultant will develop a Tripartite Advocacy Strategy using a multi-sectoral approach. The Strategy will address key issues around access to quality education for girls in rural and farming communities in Zambia, Malawi and Zimbabwe. Furthermore, the consultant will provide an Implementation Plan targeting national and regional levels.

The strategy and plan should consider the follow, although this list is not exclusive:
• Liaise with stakeholders currently undertaking education advocacy work in Zimbabwe, Zambia and Malawi to determine existing interventions in these countries;
• Develop a strategy and implementation plan to support rigorous public information and education advocacy campaign utilizing a multi-sectoral approach;
• Ensure that the strategy plan has traditional and innovative approaches to engaging the public so that the public understands the implications and have a greater understanding of the concept of education advocacy;
• Ensure that the strategy has a component which focuses on raising awareness on education and SDG4 amongst young people in Malawi, Zimbabwe and Zambia through advocacy campaigns virtually and physically;
• Clear strategies guiding the roll out and implementation of the plan nationally and regionally;

Methodology

The consultant is expected to employ various techniques in making sure that the strategy is well researched and informed. This section shall also form the basis of concept note evaluation.

Qualifications and Experience

Duration of the Consultancy Work

The Consultancy is expected to last 25 consultancy days.

Required Expertise

 Mandatory for Firm/Entity to have a minimum 5 years of regional or international experience in Advocacy and Research Work;
 Mandatory for Firm/Entity to be registered in Africa, or have affiliation with an Africa-based Firm/Entity with presence in Malawi, Zambia and Zimbabwe;
 Proven experience in designing and implementing Advocacy Strategies and Plans within the education sector and in Southern Africa, supported by a minimum of three (3) references;
 Demonstrable evidence of similar work undertaken previously, supported by one work sample which is no more than 5 years’ old;

Desirable

 Previous experience working with the UN on other assignments

Team Leader

Mandatory

 Master’s Degree in any of the following fields: Education, Development Studies, Social Sciences, Public Health, Evaluation or other related studies; a PhD will be an added advantage;
 At least 10 years of relevant experience in conducting research at the national or regional level
 Proven experience in conducting baseline studies within the education sector, supported by at least two (2) references;
 Proven experience in data collection, analysis and reporting, supported by at least two (2) references;
 Previous experience working with the UN on other assignments
 Failure to meet any of the mandatory criteria will result in disqualification of the submission.

Required submissions

 All interested Consultants are required to submit a Technical and Financial proposal separately via email. The technical proposal should be no more than 10 pages, and will be assessed on the following;
 Approach to assignment that demonstrates extent to which the Consultant understands the requirements as set out in TOR;
 Feasible and technically sound methodology, appropriate for fulfilling the overall purpose of the baseline study
 Realistic work plan with specific treatment of key deliverables and priorities
 Expertise and experience of the Firm/Entity; expertise, experience and qualifications of the Team leader
 The financial proposal should be no more than 4 pages and should detail the following;
 An appropriate Price Schedule which includes, as a minimum, the consultancy rate per day, and number of workdays per main activity in order to assist the Contracting Department to determine, which items may be negotiated, if applicable, or which items can be modified as per the budget. All prices shall be quoted in US dollars.
 Copy of CV with at least 2 references related to developing advocacy strategies suitable for implementation in Sothern Africa.

Management
 The Consultant will work closely and will be supervised by the SAYWHAT Monitoring and Evaluation Officer to ensure the finalization of all tools and progress with the Strategy.
 The Consultant will report to SAYWHAT Deputy Director.
 The Consultant will be responsible for own overheads and logistical requirements such as office space, administrative and secretarial support, telecommunications, and printing of documentation.
 All deliverables will be prepared in English.
