BACKGROUND OF THE PROJECT
Oxfam Zimbabwe through its partners has been implementing a six-year development programme since 2018 and will run until 31 December 2022.The programme is working to contribute towards a society free from gender-based violence, where women are economically empowered and hold positions of leadership. The main areas of focus are addressing Gender Based Violence, Women’s Economic Empowerment (WEE) as well as Women’s Transformative Leadership (WTL). The project aims to reach the most marginalized women and youth including adolescents, guided by the understanding that sexism, gender discrimination and abuse do not affect all women and girls equally as women who are poor, or live in a rural area, or disabled, or have same sex orientation or come from an ethnic minority are disproportionately affected by oppression. Mid-term evaluation for SRP PG II revealed that the women and youth economic empowerment component of PGII has been particularly successful with many individuals and groups graduating beyond simple savings and lending and this significantly reduced Gender Based Violence in the areas of implementation. It is; therefore, Oxfam seeks the service of a consultant to carry out an operational research to show the linkages between Gender Based Violence, Women’s Economic Empowerment.

Duties and Responsibilities

OBJECTIVES
• To document different models that are being implemented by Oxfam Partners to promote Women’s Economic Empowerment
• To document the impact of Women’s Economic Empowerment and how it reduces Gender Based Violence at household level

METHODOLOGY

The study will use both desk research and field interviews The Consultant may use a variety of methods, including collection and analysis of secondary data, both quantitative and qualitative, to draw findings and conclusions. The task also demands interactions with related stakeholders, partners and community women and men. The Consultant shall propose a set of methods in the methodology part of her/his technical proposal.
SCOPE OF WORK
The Consultant will take overall responsibility of collecting information and preparing and editing/updating the research paper in consultation Oxfam.
• Data collection through focus group discuss (FDG) with the assistance of SRP partners and Partner Staff
• Interact with/ interview key government and nongovernment stakeholders, experts in the ministries and departments concerned and outside to collect their input
• Assess the effectiveness of the models being implemented to promote WEE
• Generate a set of recommendations both for the duty bearers and rights holders (women)
• Develop a design and layout of the review report
• Provide Oxfam with a ready to print design of the report

GEOGRAPHICAL AREAS

The Consultant will work in Harare, Zvishavane, Mberengwa and Matobo including meeting with representative of partners, community women and men, concern CSOs and stakeholders.

PAYMENT
Payment will be made upon successful completion of the assignment as follows: 30% upon signing of contract and production of accepted inception report, 60% upon presentation of an acceptable draft report and final 10% upon presentation and acceptance by Oxfam of a final report to Oxfam.

LINES OF COMMUNICATION
The consultant will report to the Oxfam Program Policy Manager and closely liase with the Oxfam Gender Justice and Women’s Rights Coordinator.

Qualifications and Experience

QUALIFICATION/SKILLS REQUIRED

• Sound knowledge of existing policy provisions regarding women’s right to participate in governance or decision making at different levels, policy provisions implementation modality, gap and advocacy
• Knowledge of governance, legal and institutional provisions regarding women’s right to equal participation
• Good knowledge of impact of existing policies and legal provision on women’s life
• Consultant(s) must have VAT registration certificate

TIMELINE

The duration of the consultancy will be a total of 30 days starting from 17 October 2022 to 16 November 2022. The Consultant will submit the initial draft of the research on 11 November 2022 after the agreement is signed with Oxfam and the final research with layout designing by 17 November 2022.
