Job Description


1. Project background
Terre des Hommes Italia is implementing a two-year project called Integrated protection, education in emergencies and disaster risk reduction in multi-hazard prone areas of Chipinge and Chimanimani (IPEED Project), which is funded by the European Union (EU). The project seeks to scale-up protection sensitive education in emergencies (EiE), disaster preparedness and early response or action. The action expands the geographic coverage for EiE, disaster preparedness and early response of the European Union (EU) funded Pre-Educate project ECHO/SF/BUD/2020/91003, which ended in May 2022. It integrates protection responding to heightened protection needs due to socio-economic crises exacerbated by COVID-19, ensuring safe learning spaces and adequate education programmes for children affected by displacement, tropical storms Chalane and Eloise in the multi-hazard prone areas of Chipinge and Chimanimani including Tongogara Refugee Camp. The action specifically responds to heightened gender-based violence, child protection risks, loss in learning due to the COVID-19 pandemic; school infrastructural damage from Tropical Storm Chalane and Tropical Cyclone Eloise whilst strengthening logistics preparedness, early warning and emergency response mechanisms. The action incorporates flexibility to respond to emerging humanitarian needs through the crisis modifier. In collaboration with national disaster management authorities and a local university, the Action aims at contributing to reduce the risk and exposure of affected populations integrating comprehensive risk assessment, protection monitoring, fostering community structures and protection networks.
Expected results include:
• Strengthened school, community structures and protection networks.
• Adequate protection sensitive catch-up education programmes and improved formal education system
• Delivering capacities in emergencies
• Strengthened coordination, prepositioning of emergency stocks and logistics preparedness capacities
• Increased community participation in early warning/early action and increased adoption of risk based anticipatory actions for reduced risk and exposure

2. Justification
The protection needs especially for women and girls have heightened. Increased risks of exposure to harm, exploitation, deprivation and abuse have been exacerbated by school closures and restrictions in movement as shown by the rapid escalation of gender-based violence (GBV), child pregnancies and marriages. In Tongogara Refugee Camp (TRC), 76 (48F; 28M) child protection violations, (66% deprivation cases), whilst 80 GBV survivors (19 female child, 5 adult males and 56 adult female) were recorded by TDH in 2020, of which 74%, were intimate partner violence. The glaringly gendered consequences are rooted to norms of masculinity, structural and gender inequalities, and interpersonal power relations with men accessing and controlling Household assets. This is evident in most perpetrators being men (94%).

3. Purposes of the consultancy
A female Gender Expert will be hired on a consultancy basis to assist in mainstreaming gender and age, capacity building of project staff and project evaluation on how well gender and age is being integrated. The Gender expert is expected to train, make follow-up mentoring of staff and evaluating level of gender mainstreaming through follow up visits and review of project reports.

Duties and Responsibilities

4. Activities and expected results
The consultant will conduct a Strategic Impact Inquiry which is a rights-based action research that uses processes of critical inquiry to build new knowledge and accountabilities among staff, partners, allies and the communities affected by TDH-ITs work. It aims to understand the impact TDH humanitarian response work is having on the short- and long-term dynamics of gender inequality in the communities we serve. A gender expert will support the project to ensure specific trainings focused on Prevention of Sexual Exploitation and Abuse (PSEA), gender mainstreaming and child protection in emergencies for its staff.
Gender mainstreaming training will be in pursuit of TDH-IT`s endeavor to deepen gender mainstreaming and integration across its operations. Staff will be trained to build gender transformative everyday working practices and collective norms. The specific objectives of the training will be to:
• To enhance the staff’s articulation of the imperative for gender equality programming in the humanitarian actions
• Equip staff with knowledge and tools to effectively mainstream gender through conducting gender analysis during projects development, implementation and evaluation when working with partners, service providers, beneficiary communities, and other key stakeholders. A post training evaluation will be conducted to evaluate how well the staff’s relevant knowledge, skills and values that allow them to contribute to the effective implementation of the gender mainstreaming strategy and PSEA have improved.
The course content will cover Key Gender Concepts; Gender, Diversity and Intersectionality; Key approaches for effective gender-integrated humanitarian response; Gender Equality and Humanitarian Legal and Normative Frameworks; Context overview of the crises in Zimbabwe; Gender and the Humanitarian Programme Cycle; Gender Mainstreaming in Sector/Cross-Sector Humanitarian Programming; Gender Equality Humanitarian Programming – Women’s Leadership, Empowerment, Access and Participation, Protection against Sexual Exploitation and Abuse (PSEA) Addressing Gender Based Violence (GBV).
The two and a half-day workshop will be built on a variety of methodologies, stressing active learning through a range of small-group exercises, role-plays, quizzes, presentations, team, and individual activities. The training is intended to be practice-oriented: a minimal number of didactic sessions presented frameworks which will then be applied through exercises and case studies to allow participants to see how general principles apply to the geographic situation. The training design will place a strong emphasis on the need for practical tips to support and implement gender equality programming activities in complex humanitarian settings such as Tongogara Refugee Camp.

Qualifications and Experience

6. Required profile, Education and experience
The successful consultant should have the following qualifications and experience:
• Advanced university degree in Social Sciences, Social Work, Human Rights, International Affairs or related fields.
• Masters’ Degree in a gender studies or related subject is preferred
• Additional gender-related training is desirable.
• Minimum 7 years of relevant work experience in gender programming and mainstreaming with INGOs and/or NGOs.
• Experience working within a humanitarian and/or development context (experience with IDPs is an asset)
• Experience and skills in community engagement and development of community-based programming is a distinct asset.
• Extensive knowledge of gender issues and gender mainstreaming
• Experience in capacity building of staff on gender mainstreaming
• Experience in designing and delivering training programmes on Gender in emergencies;
• Experience in delivering technical guidance such as producing technical documents, assessments, evaluations and reporting on gender activities/issues
• Experience in reviewing and aligning sector tools and strategic documents with a gender mainstreaming
• Proven previous working experience consisting of substantial involvement in assessments, evaluations, and/or reviews in related areas
• Working experience with senior officials within government, inter-governmental, and non-governmental organizations
Skills
• Proven communication and behavioural skills to work directly with affected communities Proven record of positive collaborative experience with local counterparts (CSOs, local NGOs, and others)
• Experience of planning, organizing and prioritizing work, working under pressure and matching deadlines
• Solid team working and management skills
• Proactive attitude
• Excellent computer literacy skills, including familiarity with research and basic statistical tools
• Excellent written and spoken English. Knowledge of local languages an advantage
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships
• Excellent report writing skills
