Job Description

Childline Zimbabwe is a registered Private Voluntary Organisation (PVO 7/2001). Childline provides a free 24-hour freephone and online reporting and support platforms for children and young people in Zimbabwe and operates Drop-in Centres across the country. The organisation provides children, young people, families and those involved with children, preventative, educational, therapeutic and rehabilitation services in addition to undertaking research and advocacy on child and youth safeguarding. Childline’s vision is: ‘A Zimbabwe that is passionate about the protection of children, championing, guarding and protecting their rights’. This is achieved through the organisation’s mission: ‘To champion, defend and promote the rights of children in Zimbabwe through the provision of safe, confidential and child friendly reporting mechanisms centred around a free 24-hour counselling service’.
Apart from providing safe and confidential reporting platforms, Childline provides specialised counselling and therapeutic services to children affected by abuse, violence and exploitation. As an organisation, Childline is committed to creating safe environments for children and applies interventions that help in building the capacity of communities to safeguard and protect children.
Working in close cooperation with government and other child protection agencies, Childline is part of the National Action Plan for Orphans and Vulnerable Children programming that addresses children’s vulnerabilities through child- centred multi-sectoral interventions.

With financial support from the Kindernothilfe (KNH), Childline is implementing a 36 months project entitled “Safe Environments for children” The project is currently being implemented in Gweru, from January 2021 -December 2023. Childline Zimbabwe is commissioning an End of Project Evaluation for the “Safe Environments for Children” project in Gweru. The evaluation will measure the achievements and outcomes of the project during its life span against set project targets. The evaluation will help to understand to what extent the project has delivered its intended results, and whether and how it has responded to actual needs in an effective manner. It will help to identify critical evidence and learning on what implementation strategies have worked and may not have worked, which can be taken into account in any potential future programming. The evaluation will start as soon as possible. The selected consultant is expected to share an inception report with Childline on the 8th of February 2023.Data collection and sharing of a draft report will be done between the 23rd of February 2023 and 20 March 2023 and final report to be shared on the 30th
of March 2023

2. Brief description of the project

Childline Zimbabwe with financial support from Kindernothilfe (KNH), is implementing a Safe Environment project in Gweru, Findings from the Child Rights Situational Analysis (CRSA) conducted by Childline in 2019, confirmed that children experience varying degrees of violence in their local communities. This therefore led to the design of this project, designed to safeguard children through interventions aimed at creating safe environments in the local communities. In this regard, this project is designed to curb violence against children by advocating for and creating safe environments for children. Childline has been engaging local authorities, community members and children in the transformation and creation of environments where children spend their time and also to amplify the voices of children to speak out against violence and demand protection services. The project was identifying unsafe environments for children and promote their rehabilitation, monitoring and maintenance. Children and community structures are being supported to participate in identifying, planning, monitoring and maintaining safe environments for children. Safe environments, are defined as situation where environments are friendly and where children feel respected, valued and protected.

Duties and Responsibilities

The End of Project Evaluation deliverables and tentative timeline (subject to the commencement date of the study) are outlined below. The consultant and Childline will agree on milestones and deadlines at the inception phase.

1. Inception Report with data collection tools and an evaluation matrix with questions and data collection methods to be used for each evaluation question. The inception report to be discussed and approved by Childline Zimbabwe and KNH. It should be submitted in pdf format, DinA4.
2. Draft one of the evaluation reports upon completion of fieldwork in pdf format, DinA4.
3. Presentation and validation of the evaluation results in a validation workshop to be held virtually.
4. Revised report (draft two) incorporating findings from the validation workshop to be submitted in pdf format, DinA4.
5. Final report – one electronic copy and five hard copies submitted in pdf format, DinA4. The final report should not be more than 60 pages excluding annexes and should be designed. The evaluation report is expected to be written in English and the expected structure is as follows (obligatory):

Qualifications and Experience

Childline Zimbabwe is seeking the services of a local consultant (individual) or firm to conduct the evaluation. The Consultant or Lead Consultant should have the following requirements.
• At least a Master’s Degree in Social Sciences.
• Experience working with Children.
• Minimum five years of experience in implementing project/programme evaluations in country or regionally.
• Knowledge and experience in applying both, quantitative and qualitative methods in evaluations.
• Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff.
• Strong writing skills and ability to convey technical and complex information in a structured, logical, clear and concise manner for different audiences.
• Excellent communication and writing skills
• Fluency in English, Shona and Ndebele.

▪ Quality of offer – one that describes methods and instruments, quantifies the instruments, includes a detailed work plan, and includes calculation of working days and daily rates with taxes in the financial offer.
