1. Background and rationale
CBM Global Disability Inclusion gGmbH (“CBM Global”) is an International Christian development organization, committed to a rights-based approach, that seeks to work alongside persons with disabilities and their representative organizations to fight poverty and exclusion and transform lives (https://cbm-global.org/). Our vision is to achieve an inclusive world in which all people with disabilities enjoy their human rights and achieve their full potential. Drawing on more than 110 years’ experience and driven by Christian values, together with our partners who share our vision and who complement our advocacy, advisory and programmatic goals, we work with the most marginalised communities to: Break the cycle of poverty and disability; Treat and prevent conditions that lead to disability; and Build inclusive communities where everyone can enjoy their human rights and achieve their full potential.
2. Purpose and Deliverables
CBM Global’ was recently registered in Zimbabwe as a Private Voluntary Organisation (PVO 01/22) to deliver on the objectives of the Federation. A new strategy therefore needs to be developed to position the CO for effective and efficient functioning at the country level, hence will address the various elements listed below :-
3. Scope
- A sound methodology that grounds the strategic plan and facilitates a directional analysis for CBMG’s current operations as a new CO in Zimbabwe.
- A comprehensive needs assessment of the Organization including consideration of situation analysis and identification of constraints and opportunities for growth and development in the context of Zimbabwe.
- A clear stakeholder mapping, resulting from consultations meant to understand, obtain, and analyse qualitative and quantitative data relevant to stakeholders and partners. This entails identification of relevant strategies to engage them to advance our stated objectives.
- A clear strategy or roadmap to reach the organization’s goals through programs, advocacy and advisory with clear deliverables, indicators and tools that address the constraints and create the needed support systems and incentives.
- A clear-development, validation, finalization, and costing plan of the strategic plan 2022-2024, including outcome mapping for monitoring and evaluation, detailed implementation plan with clear general activities for the 2022-2024 period.
- Recommended methodology and tools for evaluating outcomes and develop monitoring and communication strategy.
4. Timeframe and duration
The contract will take fifteen (21) man-days from October to November 2022. The preparation of the strategic plan will include holding a planning workshop with key stakeholders in Harare, Zimbabwe. The consultant will be expected to engage with the country programs manager and the Global Technical Team prior to the workshop.

6. Required Expert Profile
The successful bidder will have;
i) University degree in organizational development, social sciences, business management, strategic planning, or other related fields at PHD or Masters level.
ii) At least a minimum of 5 years of relevant experience in NGO sector (Strategic Plan development and organizational development).
iii) Excellent and proven analytical skills.
iv) Excellent organizational and communication skills, ability to prioritize and work with minimum supervision
v) Possess knowledge in the general social, economic, and political environment that informs the advancement of disability inclusion in Zimbabwe, the region and globally.
vi) Understanding of participatory approaches to management and operations
