A Women’s rights network whose member countries include Botswana, Lesotho, Malawi, Mozambique, Swaziland and Zambia seek the services of a consultant to support in developing a strategic plan for its local Chapter . The purpose of the network is to contribute to sustained well-being of women and girl children through action-oriented research in the socio-legal field and advocating for women’s rights. The network seeks to implement Gender Equality and Women Empowerment programmes in Zimbabwe and at Regional level. Over the last 4 years the organization has implemented programmes programmes on the following pillars
1. Gender justice and equality
2. Legal rights education and capacity building
3. Legal aid and support services
The role of the consultant will be to carry out a participatory and consultative process to develop in a 4 strategic plan and programme framework. .
Expected outcome:
To develop a strategic framework, for 4 years building on the achievements and taking advantage of new opportunities. This will imply reviewing, analysing and when needed refreshing or fundamentally updating the following:
- Mission (who are we and what are we trying to achieve?)
o Mission and vision
o Theory of change o Unique selling point and value-add
o Long term goals and expected outcomes
- Advocacy (who are our key targets to bring about change?)
o Advocacy strategy – what will be the campaign’s focus?
o Policy priorities
o Political engagement and access to power
o Research and data
- Strategic plan (how will we effectively achieve our goals?)
o Learning
o Campaign evaluation and how findings can be fed into new planning
o Monitoring: data collection and analysis
- Member engagement and leadership (is our network structure fit for purpose?)
o Collaboration and participation of members
o Role in the wider transparency & accountability movement o Reputation/Brand
Specific Objectives of the consultancy
1. Define the scope and the methodology of the strategic framework :
2. Through 2 day consultative meeting support the network to focus on a) Where are we? b) Where do we want to be? C) How will we get there?
3. 3. Identify critical gaps, conduct SWOT analysis and identify strategic opportunities with network members, and stakeholders
4. Consolidate the findings into a Strategic plan –
5. Develop a Programme framework in line with priorities in the Strategic
Expertise
a) Academic Qualifications : For Individual or a Team
At least a master’s degree in a relevant field in the area of planning, public policy, development studies and gender
b) Experience : At least five years professional experience in strategic planning and management ;Prior working experience on decentralization issues is an added advantage ; Demonstrated experience in working with CSO and membership organisations and other stakeholders in public sector development programs especially in the area of capacity development
c) Skills and Competencies:
Ability to work with minimal supervision; High level written and oral communications skills in English; Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity; Demonstrate excellent interpersonal and professional skills in interacting with government and development partners; Skills in facilitation of stakeholder engagements/workshops; Evidence of having undertaken similar assignments; Experience in research, policy development, management and programming-related work
