Job Description

A challenging and exciting opportunity has arisen within UNICEF Zimbabwe's ICT Section, for a passionate and committed Technology for Development (T4D) Officer. Based on the established policies and guidelines, the purpose of the incumbent role is to lead Technology for Development (T4D) function in Zimbabwe country office assisting program and operations sections to deliver results for children.

Duties and Responsibilities

Develop and implement T4D Strategy

Develop T4D and innovations strategy for the country office in line with global ICT directions, regional strategic priorities and country office programme priorities.
Collaborate with program sections and implementing partners to implement the strategy
Follow principles for digital development.
Ensure all T4D and innovative initiatives are in compliance with UNICEF policies, guidelines and standards.
Ensure all T4D and innovative initiatives are appropriate in local context, and adhere to government rules and regulations.
Identify the risks associated with T4D and Innovative initiatives, assess them and work with stake holders to address them.
Implement T4D and Innovative initiatives for programme effectiveness and Operational efficiency and effectiveness.

Liaise with programme and operations sections and implementing partners to support ongoing initiatives and identify potential innovative and T4D initiatives that support programming, monitoring, and operational efficiency and effectiveness
Evaluate the feasibility of implementation and associated risks.
Contribute to the concept development.
Analyze the business requirements and develop specifications.
System design and development. Coordinate pilot testing and deployment.
Change management: Analyze user feedback, identify areas for improvement and implement approved changes
Collaborate with programme sections and implementing partners on scaling up successful initiatives.
Develop and implement exit strategies ensuring sustainability.
Promote approved global innovative and T4D initiatives where appropriate. Demonstrate available innovative technological solutions to programme sections and implementing partners.
Capture lessons learnt from T4D and innovative initiatives and establish best practices.
Collaboration and relationship building

Build and strengthen strategic relationships with government institutes, United Nations agencies, international non-governmental organizations (INGOs) and civil society organizations (CSOs)
Engage with academia to access research knowledge and latest technological developments. Get support on expert reviewing of innovative and T4D initiatives
Build relationships and persuade private sector on contributing T4D initiatives as part of their Corporate Social Responsibility (CSR)
Programme support

Liaise with programme sections to support hardware and software procurement requirements for partners
Advice on appropriate technologies, develop specifications and conduct technical evaluations
Provide support to programme sections and operations on developing LTAs and engaging on contracts with vendors and service providers.
Support on hardware and software configuration of equipment for the partners
In collaboration with the programme teams and PPM, provide support on data analysis and generation of routine and ad-hoc reports for the country office.
Contract and Project management

Assist in developing Terms of References (ToR) for engaging vendors, service providers and consultants.
Assist on contractual process, evaluations and selections
Assist in developing project plans for all T4D and innovative initiatives
Manage the vendor and consultant contracts
Monitor the progress of T4D projects, take appropriate control and corrective measures.
Develop and maintain project documentation
Prepare monthly project progress reports
User support and training

Establish mechanisms to receive end user help requests.
Analyze technical issues and suggest solutions.
Develop a sustainable training strategy for providing training to end users in the field.
Collaborate with programme sections and implementing partners to come up with annual training plan.
Organize on site and remote trainings and workshops.
Develop and update training materials, user guides
Build the technical capacity of implementing partners. Facilitate technical knowledge transfer(KT) to implementing partners

Qualifications and Experience

To qualify as an advocate for every child you will have…

Education:

A University degree in computer science, software engineering or information technology management is required.

Experience:

• 2 years’ experience in implementing technological solutions. Responsible for business analysis, design and development, rollout, change management and maintenance, project management, budgets, contracts, and procurement.

• 2 years’ experience in system design and software development preferably in open source platforms

• Experience with ICT hardware, smart devices, mobile phones and web-based technologies available in Africa region, particularly designing or deploying tools appropriate to low-bandwidth or sub-standard infrastructure environments.

• Experience in mobile platforms and emerging technologies are highly desirable.

Technical Competencies:

Certification and/or proven experience in one of these several ICT technical competencies: Software Engineering and Programming, ICT Project Management, Business Analytics, Information Security, ICT Audit and Risk Management, Telecommunications and Networks Information Security

Language requirements:

Fluency in English and in the local language of the duty station. Working knowledge of another UN language is an asset.
