ZHI is currently recruiting the following position for an anticipated TB project.The anticipated TB project aims to support the Ministry of Health and Child Care (MOHCC) in reducing TB morbidity and mortality by enhancing access to high‑quality TB prevention, diagnosis, and treatment services. The project is expected to be implemented across several districts, including Midlands (Gokwe South, Gweru, Kwekwe, Shurugwi, Zvishavane), Manicaland (Buhera, Chipinge, Mutare, Mutasa), Matabeleland South (Beitbridge, Gwanda), Matabeleland North (Nkayi), and Bulawayo.

Position Summary

The Technical Officer (TO) will provide technical leadership to the planning, coordination, implementation, monitoring and reporting of TB program activities. The TO will work closely with the Ministry of Health and Child Care national staff as well as respective provincial TB and Leprosy Coordinators.

Support the program manager in the planning, coordination, implementation, monitoring and reporting of TB program activities,
Support the development of TB prevention, screening, diagnosis, and treatment program technical strategies, work plans and budgets,
Support the development and review of district-level TB program work plans and reports,
Coordinate regular review of project activity implementation and participate in regular earned value analysis meetings to ensure timely achievement of project targets within budget,
Provide Technical Assistance (TA) to MOHCC to strengthen TB program design, coordination, implementation, monitoring, and evaluation through various technical working groups (TWG),
Provide technical leadership for the design and implementation of quality improvement (QI) strategies and implementation plans,
Support the design, implementation and review of QI plans at district, health facility and community levels,
Facilitate and coordinate healthcare worker (HCW) and community health worker (CHW) capacity building on TB prevention, screening, diagnosis and treatment,
Provide supervision to district teams on implementation of all TB program activities working closely with MOHCC TB coordinators,
Provide support to district staff through routine supportive supervision and mentorship visits,
Coordinate and ensure smooth implementation of facility and community-based TB screening, diagnosis and linkage to treatment activities working closely with MOHCC and other TB implementing partners,
Conduct quarterly, data-driven program review meetings with district MOHCC and project staff,
Coordinate development of regular district program reports and compilation of quarterly project progress reports, ensuring timely submission to prime and Funder,
Oversee the recruitment, orientation and capacity building of community health workers (CHW),
Actively monitor TB medicines and commodity stock levels in collaboration with the MOHCC Pharmacy and Laboratory teams to minimize stock ruptures,
Support the design and implementation of operations research that generates evidence on effectiveness of innovations,
Documentation and dissemination of best practices and lessons learnt including conference abstracts and manuscripts,
Provide supervisory support to project technical staff,
Actively participate in strategic planning processes and development of new funding
proposals,
Perform any other duty assigned by supervisors.

Qualifications and Experience

Requirements

The post holder is required to uphold the highest standards of professional conduct and must comply with all applicable laws, regulations, donor requirements, and organizational policies, including but not limited to safeguarding, ethical conduct, and statutory obligations. The role may involve engagement with vulnerable populations. As such, the post holder must demonstrate a clear safeguarding record and adhere to all organizational safeguarding policies and procedures. The position is also subject to donor-specific requirements where applicable. The post holder will be expected to comply fully with all relevant donor regulations and restrictions associated with donor-funded programs.

Knowledge, skills & abilities

Good understanding of the national TB control program,
Demonstrated expertise in development of project strategies, work plans, budgets and progress reports,
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision,
High levels of attention to detail, and ability to follow procedures, work independently as well as cooperatively with team members,
Proficiency in both oral and written communication,
Good leadership and people management skills,
Proficiency in desktop software (MS Word, Excel, Outlook) a requisite.

Qualifications and experience

Master’s degree in public health, nursing sciences, or environmental health,
At least 5 years’ experience in TB program management,
Prior experience in overseeing multiple districts and teams is preferred,
Demonstrated success in multicultural environments is an advantage
