About the organization:
Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of Surveillance Officer for the Impilo EHR/CBS program. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; epidemiology and strategic information strengthening, health workforce development; operations research and evaluation; prevention, care, and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control (CDC) to implement Strengthening Epidemiology and Strategic Information in the 44 districts of the Republic of Zimbabwe. Zim-TTECH also implements HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) Program. Additionally, the ZimPAAC DREAMS consortium comprising of three local partners implements DREAMS activities in four districts in Matabeleland North Province (Bubi, Nkayi, Tsholotsho and Lupane). The contract of employment for this position will support the epidemiology and strategic information scope of work and is renewable yearly subject to availability of funding and satisfactory performance of the candidate.

Position Summary
The job exists to support the implementation of high-quality evidence based and robust HIV/AIDS Prevention, Care and Treatment programs of the MoHCC AIDS and TB Unit through science and knowledge management activities using comprehensive, integrated, and accessible strategic information.

Duties and Responsibilities

Responsibilities
Provide logistical support for conducting stakeholder’s meetings for purposes of designing TB/HIV/AIDS and STI Surveillance systems including developing protocols and related standard operating procedures (SOPs) and providing training of sentinel site staff. Participates in development and implementing of ongoing HIV surveillance activities including HIV Patient monitoring and Case Based Surveillance. Conduct support and mentorship of data abstraction to health care workers for all HIV surveillance systems. Lead in data analysis and report writing for all HIV surveillance systems. Participates in the training of health workers in surveillance concepts and activities at the national, provincial and district levels. Participates in the dissemination and report on surveillance and epidemiological assessments at important meetings and conferences at local, district, provincial, national, and international levels. Liaise with key collaborators to promote the analysis, dissemination, and use of surveillance data from health facilities at the local level. Participates in the designing, implementation, and reporting of various surveys. Conduct generation, data analysis and report writing for the HIV Estimates Report. Participates in collaborative operations research activities with partners on behalf of the MoHCC AIDS & TB Unit. Participates in the development of operations research protocols to answer key questions for all the programs in the AIDS & TB Unit. Participate in mentoring Operations research candidates in development, implementation, and data analysis of research protocols. Writes up manuscripts and abstracts as required. Participates in report writing. Participates in program data analysis. Participates in the development and maintenance of relevant systems to collect and review data and indicators to inform programming. Participates in the development and revision of M&E methods/tools. Participates in M&E technical working group meetings. Participates in M&E supportive supervision visits conducted to provincial and district levels. Participates in various TWGs giving technical input on surveys & surveillance issues. Participates in Survey & Surveillance TWGs including the CBS and the HIV Drug Resistance TWGs.

Qualifications and Experience

Qualifications, Skills and Experience
Advanced degree in Biostatistics, Epidemiology, Public Health, or related field. Minimum of 5 years’ working experience in M&E training and health-related projects with increasing responsibility in senior leadership and management positions with proficiency in at least one statistical software package e.g., STATA, SAS, or SPSS. Experience with PEPFAR MER and MoHCC reporting systems, including proficiency in DATIM and DHIS2. Experience in surveillance. Advanced Microsoft office skills especially in MS Excel, including pivot-tables, formatting, statistical functions, and formulas. Strong quantitative data analysis skills, including study designing, data cleaning, verification and trend-analysis coupled with demonstrable project management skills but not limited to budget preparation, monitoring and in managing electronic health information systems. Strong report writing and presentation skills, including study protocol administration and interfacing with relevant stakeholders.
Excellent analytical, detail orientation, problem solving and interpersonal communication skills with fluency in English and knowledge of one or more of the local languages (Shona and/or Ndebele) will be an added advantage and also have demonstrable ability to work independently and collaboratively.
