Objective of the Post :
Country Representative
Overall responsible for the correct planning, implementation and monitoring and management of the supply chain activities and sections (Order Processing, Procurement, Warehouse and Transport and Customs) at country office level, in accordance with MSF protocols, standards and procedures to contribute to an efficient running of the mission

Duties and Responsibilities

Responsibilities
• Responsible for defining, implementing and revising the supply strategy of the mission together with the Project Operations Responsibles, Country Representative and Projects Supply teams, in line with mission’s context and the operational needs, following MSF’s protocols, policies and guidelines
• Responsible for mission international and regional supply for all medical, logistics and other supplies
• Supporting and coaching project supply and country supply teams under her or his rrsponsibility
• Final technical responsible for validating the use of the supply related third parties (suppliers, transport companies, freight
forwarders, tendering etc.) together with departmental technical referents when needed
• Representing MSF in supply engagements and meetings with MoH, NGOs and other stakeholders at mission level
• Responsible for all human resources issues for supply team, and supporting project teams (recruitments, onboarding,
feedback processes, learning &development, leave management, grievance & discipline management, offboarding)
• Responsible for optimum supply fuctioning for regular and emergency intervention for the mission, and projects support
• Responsible for updating and contextualising supply policies and procedures for the mission
• Responsible for the supply annual budgetting for the country support team and project budgetary support
• Being the technical supply focal person and Unifield supply database management responsible for the mission
• Supporting projects and country supply teams in conducting regular market supply assessments

Qualifications and Experience

Educational and professional background
• Essential degree and specialization in Supply Chain Management (Procurement/Logistics)
• Professional diploma in Chartered Institute of Procurement & Supply
Requirements
• Minimum 5 years of proven experience in management of supply chain systems, at least two years of it should be at Supervisory or Managerial level
• Three years working experience within an international NGO, preferably in medical, emergency public health programming
• Experience in or familiar with use of enterprise resource planning (ERP) tools, collaborating globally
• Excellent ICT proficiency a must, with good planning, reporting, analytical, negotiation and people skills, including ability to
work collaboratively with autonomous decision-making experience
• Knowledge of humanitarian supply processes and medical emergency responses
• Excellent communication skills, cultural sensitivity, open mindedness, patience, and diplomacy
• Good command of written and oral English and a local language
