Background of project
The Reformed Church in Zimbabwe (RCZ) and CBM would like to propose a project to the German Federal Ministry of Economic Cooperation and Development (BMZ), which shall contribute toward strengthening the provision of inclusive eye care services to children and young adults in Masvingo Province of Zimbabwe. The project is currently in its design phase and CBM is seeking to recruit a consultant to conduct a feasibility study.

Purpose
The requested consultancy aims to assess the feasibility of a proposed project of CBM and the Reformed Church in Zimbabwe and to systematically check the extent to which the project approach can plausibly achieve the planned objectives under the existing framework conditions.

Duties and Responsibilities

Scope
The study will determine the feasibility of the proposed project by assessing whether it is well founded and meets the demand identified. The prerequisites, opportunities and risks because of the development and the implementation of the project shall be identified to inform decision-makers. The study is also expected to provide baseline information and give recommendations for the project design to achieve the project results. The feasibility study is expected to provide concrete recommendations for improving the project concept. The study will be submitted to BMZ together with the project proposal.

The feasibility study should consist of four components: Context and problem analysis (4.1.1); Assessment of target groups and other relevant actors (4.1.2); Assessment of the project against the OECD/DAC criteria (4.2); Recommendations (based on findings on the three points above).

Qualifications and Experience

Professional experience
The consultant should have the following attributes among others: The team leader should possess at least a Master's degree or higher academic degree in Public health, Social Sciences, economic and social development-related studies, Organisational Development or related field; Proven working experience with NGOs or INGO and the Government sector in the field of public health, disability inclusion or eye health; Proven consultancy experience of at least 5 years with a record of providing high quality, creative expert advice, provide a sample of previous similar work; Proven experience in conducting feasibility studies of projects/programmes by International Donors (BMZ, EU, DFAD, DFID, etc.); Experience in conducting feasibility studies of similar projects and sound knowledge of the Project Cycle Management; Experience in participatory approach is a must as well as facilitation skills; Track record in designing and conducting quantitative and qualitative studies; Experience in undertaking research with remote and marginalized communities; Good analytical skills, proven working experience in the field of disability and inclusive development; Knowledge about local culture, policies, and laws to understand the reality for persons with disabilities in Zimbabwe; Working knowledge in Zimbabwe is necessary; Excellent writing skills, ability to write in a structured and concise manner; Proactivity and persistence will be required; Proficiency in written and spoken English and the local language is essential; Ideally, teams should consist of men and women and should include persons with disabilities.

The consultant is expected to submit both the technical and financial proposal including a description of the consultancy firm, a CV of suggested team members, an outline of the understanding of these TORs and suggested methodology and a detailed work plan for the entire assignment. A detailed budget for the expected assignment shall include all costs expected to conduct a disability-inclusive and participatory study, and taxes according to the rules and regulations of the consultants’ local tax authorities.
