Background of project
Christian Blind Mission (CBM) International in partnership with Zimbabwe Council for the Blind is implementing a project titled “Strengthening the Provision of child eye health services at tertiary eye units in Zimbabwe”. The project sought to complement ongoing eye health projects and to strengthen the provision of child eye health services at the two tertiary eye units in Zimbabwe that are Sekuru Kaguvi Eye Unit at Parirenyatwa Group of Hospitals and Richard Morris at United Bulawayo Group of Hospitals. The support will ensure that children with visual impairments are afforded the best services for various eye conditions.

Purpose
The purpose of the evaluation is to establish and document the impact and effectiveness of childhood eye care interventions and to render accountability to the donor. The evaluation is expected to provide data on the relevance, efficiency, effectiveness, coherence and sustainability of project interventions in the two provinces of Bulawayo and Harare.

Duties and Responsibilities

Scope
The end-of-term evaluation will assess and analyse the overall implementation of the P4015 Strengthening the Provision of child eye health services at tertiary eye units in Zimbabwe project. It will assess if activities were carried out according to the project plan from the project commencement in June 2020 up to June 2022. The end-of-term evaluation shall cover 2 provinces of Zimbabwe that is Harare and Bulawayo. The project evaluation shall focus on Childhood eye care health service delivery, and equipment provision as well as on the capacity-building interventions supported by the project.

Qualifications and Experience

Professional experience
The consultant must have: Master’s degree or higher academic degree related to Social Sciences, Clinical Social Work, Public health, economic and social development-related studies, Organisational Development or similar (at least the Team Manager); Proven working experience with NGOs or INGO and the Government sector in the field of public health, disability inclusion or eye health; Proven consultancy experience of at least 5 years with a record of providing high-quality, creative expert advice; Proven experience in the evaluation of projects/programmes by International donors (BMZ, EU, DFAD, DFID, etc.); Experience in evaluation of similar programmes and sound knowledge of Project Cycle Management and evaluation criteria; Experience in participatory approach is a must as well as facilitation skills; Good analytical skills, proven working experience in the field of disability and inclusive development; Knowledge about local culture, policies, and laws to understand the reality for persons with disabilities in Zimbabwe; Working knowledge in Zimbabwe is necessary; Excellent writing skills, ability to write in a structured and concise manner; Proactivity and persistence will be required; Proficiency in written and spoken English and corresponding country language(s) essential; Ideally teams should consist of men and women and should include persons with disabilities
