Job Description

A locally registered Not for Profit Faith Based Organization ZACH intends and seeks to recruits a qualified candidate for the position of Information, Evaluation and Learning Director, to support an anticipated five-year USAID-funded to implement. Integrated HIV Care and Treatment Support Activity program in Manicaland and Midlands Provinces complimenting the Ministry of Health and Child Care.
The IELD will provide leadership and technical guidance to the program team on all monitoring, evaluation and learning -related issues. Under the direction of the Chief of Party and in close collaboration with the technical leads, the IELD will be responsible for the design, implementation and quality of all monitoring, evaluation and learning components of the project. This includes leading and supervising the activity learning agenda, data management systems, data quality, data dissemination and use as well as any technical assistance and capacity development. S/he will provide strategic direction for a robust learning agenda for continuous learning, collaboration and adaptation during the life of the project. S/he will serve as the primary point of contact for establishing and managing an evaluation and monitoring system responsive to USAID /PEPFAR reporting and learning requirements.
The Strategic Information, Evaluation and Learning Director (IELD) will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have primary responsibility of ensuring the prompt and on-time reporting on project outputs and outcomes (routine aggregate data) and for ensuring quality analytics are done to guide specific interventions. S/he will also support overall knowledge management requirements within the project. S/he will plan and guide the conduct of implementation research and any “deep-dive” analyses to inform program implementation and quality assurance systems as required.

Duties and Responsibilities

Develop and manage the implementation of all monitoring, evaluation, learning and reporting plans, systems, and processes; Establish and maintain an effective M&E database and M&E reporting (MER) system; Lead the Consortium in the development of Performance Monitoring Plans (PMP) including appropriate indictors and targets; Lead the consortium in the conceptualization and development of all SIE systems to support and strengthen program implementation; Lead the consortium in developing the SIE budget for all activities in the PMP and monitor the consortium budget to ensure delivery of outputs in a cost-efficient manner; Share reports with other directors in a timely manner to facilitate program technical direction and remediation. Participate in program management strategic meetings, data review meetings, implementation visits and internal and external SIMS visits; Develop and implement performance standards and performance management/monitoring tools for consortium SIE staff and efficiently manage the SIE function to deliver the required outputs; Represent the consortium on all SIE activities when collaborating with other partners and the MOHCC to ensure the FACE-HIV program is adequately presented; Identify areas of capacity gaps among partners through partner evaluations of SIE systems, SIMS visits and RDQAs, and oversee implementation of recommendations to build capacity; As relevant, conduct targeted evaluations and support operations research agenda; Prepare a variety of technical and communications documents and visual representations of data for both internal and external audiences; Participate in MOHCC Technical Working Groups: Participate in M&E and other MOHCC AIDS& TB Technical Working Groups to provide technical support to MOHCC to evaluate efficacy of various HIV care and treatment interventions, including program design; Support Health Information System Strengthening: Collaborate with MOHCC and partners to optimize health; information systems by way of gathering quality data that will enhance decision making; Data Sharing: Manage the preparation and timely submission of strategic information reports and other documents for sharing with the MOHCC, donors and other stakeholders; Data Analysis and Use: Collaborate with the MOHCC in developing systems for routine use of program data for quality improvement, including target setting, target monitoring, and prioritizing the collection of key performance indicators etc.

Qualifications and Experience

At a minimum, the Strategic Information, Evaluation and Learning Director(IELD) must have the following qualifications: Master’s degree in public health, epidemiology, M&E, demography, biostatistics, statistics, analytics or a related field; A minimum of five years of work experience in designing, establishing, and managing M&E systems, ensuring data quality, and managing data intensive, performance-based programs; Demonstrated ability to perform complex data quality analyses and make program recommendations based on findings; Demonstrated ability to perform robust data extraction from internal and external information systems: Demonstrated ability to perform complex data analytics utilizing Microsoft Excel and/or business intelligence tools; Demonstrated ability to prepare expert quality data visualizations; A working knowledge of Zimbabwe’s health management information systems and M&E processes as they relate to data collection for performance-based reporting; Demonstrated written, presentation, and communication skills in English; Ability to develop and implement quality assurance systems.

NOTEL All positions require individuals with the following Knowledge, skills & abilities. Demonstrated experience in working with commercial and non-governmental organizations to yield results toward common goals; Demonstrated capacity to build and maintain productive working relationships with government officials, civil society partners, donors, and donor-funded implementers; Familiarity with U.S. Government-funded programming, rules, and regulations such as FAR, AIDAR, and grants; Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation; Demonstrated excellent interpersonal skills and ability to motivate staff to be accountable for project outcomes; Demonstrated organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of projects; and Experience interacting with government agencies, host‐country government partners and counterparts, and international donor agencies; Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers; Demonstrated ability to communicate effectively orally and in writing; Note individuals are subject to police clearance.
