Job Description

The position will be responsible for the day to day, planning, supervision, and monitoring of SIE activities within the organisation ensuring high-quality data for effective and accurate tracking of progress towards set targets and accurate reporting to all stakeholders.

Duties and Responsibilities

• Leads the development/updating of Data Management Guidelines/SOPs for all health areas.
• Provides capacity building on data management to programs staff.
• Ensures compliance to Data Management Guidelines/SOPs at all levels.
• Ensures appropriate storage of both manual and electronic data at implementation level for all programs.
• Guides the programs teams to ensure effective setting and monitoring of indicator targets using existing M&E frameworks & workplans.
• Manages data collection, processing, analysis, and reporting processes to meet donor requirements and PSH internal data needs.
• Provides ongoing monitoring technical support to field program teams.
• Supports program teams with narrative report writing in general through reviews and checking of the accuracy of data included in reports.
• Identifies, develops, and adapt relevant M&E training materials and manuals relevant for the program.
• Provides M&E capacity building to: Programs, SIE, and Sub-grantees and seconded staff to MoHCC
• Identifies data inconsistences in PSH services under DREAMS and lead data cleaning.
• Flags UIC and Event date inconsistences for partners and support data cleaning.
• Supports documentation of monthly data entry and cleaning status for all DREAMS partners.
• Leads monthly review outputs with DREAMS partners from the dashboard.
• Coordinates review of quantitative outputs in POC presentations ahead of DREAMS national meetings.
• Monitors the implementation of the DREAMS RDQA guidance.
• Develops/updates PSH Zimbabwe Data Quality Assurance Standards/Guidelines for all health areas in accordance with PSH Global, MoHCC and doner guidelines and requirements.
• Provides capacity building on Data Quality Assurance Standards to program & SIE staff.
• Monitors adherence to Data Quality Assurance Standards/Guidelines at all levels.
• Develops and implements Annual Data Quality Plan covering all health areas including DREAMS.
• Leads on the implementation of internal and external Data Quality Assessments/Audits according to the Annual DQA Plan.
• In collaboration with Regional SIE Coordinators, carry out routine data quality checks in BAHMNI, (previews) and DHIS2 for all health areas including DREAMS DHIS2.
• Leads the development/updating of Data Deduplication Standards/Guidelines in collaboration with programs team and other PEPFAR funded HIV care and treatment partners.
• Monitors adherence to Data Deduplication Standards by programs staff at all relevant levels.
• Participates in internal and donor Site Improvement through Monitoring System (SIMS). assessments in line with PSH and donor standards.
• Ensure that all DQA reports are compiled and appropriately filed.
• Monitors the implementation of DQA and SIMS Management Action Plans.
• Performs in-depth and granular data analysis using sound M&E principles and methods to objectively measure progress towards programs targets.
• Conducts monthly rigorous and granular analysis of programs data to unearth project obstacles and opportunities, assess implementation fidelity and make compelling visual data presentation using modern infographics such as drawio, piktocharts, special maps etc.
• Produces the monthly slide deck in collaboration with the Regional SEO Coordinators.
• Supports the compilation of monthly internal and doner reports.
• Initiates and arranges regular internal SIE meetings to discuss progress in monitoring activities.
• Participates in SI related technical working groups, maintain effective relations and provide appropriate feedback to Ministry of Health and Child Care (MOHCC), National AIDS Council (NAC) and partners, as well as other key stakeholders involved in the Zimbabwe health sector.
• Represents PSI interests at workshops, conferences, and meetings as assigned from time to time.

Qualifications and Experience

• At-least Degree in Biostatistics, Social Sciences, Computers, Public Health or any other relevant field.
• A Master’s degree in any of these fields is an advantage.
• Ability to prioritize, organize and manage deadlines; attention to detail and critical thinking is a must.
• Experience with analysing and resolving data issues, trends or exception.
• Experience in conducting DQAs, SIMS and routine data verifications.
• Demonstrated computer skills and experience with SPSS and/or STATA, Access and spreadsheets.
• Familiarity with reporting systems such as Demographic Health Information System (DHIS2).
• Clean class 4 driver’s license and ability to travel long distances.
• Demonstrated experience in preparing donor reports (quarterly, semi-annual, and annual).
• Demonstrated experience in developing DQA SOPs and workplans.
• Demonstrated experience in building capacity of others in M&E including data quality.
• Demonstrated proficiency with MS word, MS Excel, MS PowerPoint, and other Microsoft applications.
