Job Description

Who We Are?
With over 20 years of experience, PSI/Zimbabwe now registered as Population Solutions for Health is looking for candidates who hold the requisite qualifications and experience to apply for the position below.

Job exists to provide support to planning, monitoring, evaluation, reporting, documentation, and data utilization for ‘Going the Last Mile Project’ and as necessary, any other Population Solutions for Health projects.

Duties and Responsibilities

Your Contribution – Key Responsibilities;
• Ensures PSH and implementing partners staff adhere to M&E standard operating
procedures.
• Participates in the development/revision of data collection tools to align with emerging
PSH, donors and relevant ministries reporting requirements.
• Coordinates internal and external M&E assessment processes and ensures that
results of M&E systems assessments are implemented in a timely manner.
• In collaboration with the program staff, develop project level monitoring and evaluation
plans in line with PSH M&E Framework and in compliance with donor requirements.
• Works with the programs teams to ensure effective setting and monitoring of indicator
targets using existing M&E frameworks & workplans.
• Supports the development of environmental mitigation plans (EMMP) as required by
donors and ensure the EMMP is updated when new project activities are added.
• Develops/updates M&E standard operating procedures/manual, Data Quality
Assurance, Data Entry and Cleaning SOPs, and Data Extraction SOPs for all relevant
health areas.
• Manages data collection, processing, analysis, and reporting processes to meet donor
requirements and PSH internal data needs.
• Leads on compilation of internal Last Mile Monthly Performance reports/updates.
• Ensures timely consolidations and submission of MOHCC Monthly Reports, NAC
Reports and donor reports (HFR, Custom report, DATIM, among other reports).
• Provides ongoing monitoring technical support to field program teams including
ensuring that complete and accurate data is entered in Bahmni-EMR for all health
areas and DHIS2 for VMMC.
• Supports program teams with narrative report writing in general and checking the
accuracy of quantitative data included in reports.
• Supports the develop of Annual Data Quality Plans for all health areas.
• Oversees timely implementation of internal and external Data Quality
Assessments/Audits according to the Annual DAQ Plan.
• Ensures that routine data quality checks in Bahmni are carried out by SIE Coordinators
and Specialists.
• Participates in the quarterly data triangulation and verification meeting with donors,
partner and MOHCC to address any inconsistencies in reported data.
• Applies sound monitoring and evaluation principles and methods to objectively
measure progress towards programs targets.
• Supports the development/updating of Lead with Evidence Guidelines.
• Supports the development/updating of Data to Action (D2A) frameworks for all Last
Mile interventions.
• Monitors utilization of D2As at national, district and implementation level for decision
making for improved service delivery, project performance, efficiency, and quality of
programming

Qualifications and Experience

What Are We Looking For?
• A master’s degree in Biostatistics, Social Sciences, Public Health, Demography, or any
other relevant field.
• An M & E qualification from a recognized institution is an added advantage.
• At least 5 years working for international development partners implementing health
projects.
• Familiarity with USAID M&E guidelines, procedures, and requirements.
• At least 3 years of experience with M&E systems strengthening, program/project
design, program and health related data management and monitoring in international
organizational settings.
• Demonstrated computer skills and experience with SPSS and/or STATA, Access, and
spreadsheets.
• Familiarity with reporting systems such as EMR, Demographic Health Information
System (DHIS2) and DATIM.
• Clean class 4 driver’s license and ability to travel long distances.
• Demonstrated experience in preparing donor reports (quarterly, semi-annual, and
annual).
• Experience managing, supervising, and leading diverse M&E staff.
• Demonstrated experience in developing M&E work plans and budgets for M&E
activities.
• Demonstrated experience in building capacity of others in M&E including data quality.
