Reporting to: Chief of Party
The Director for Strategic Information and Evaluation is responsible for leading the FACE HIV consortium to generate accurate and timely strategic information and data use to effectively enhance HIV testing, care, treatment and retention program performance in line with the national strategic framework and relevant donor guidance. The SIE Director will oversee the design and implementation of effective and efficient data collection systems, quality improvement and data analysis, including information dissemination to relevant stakeholders and capacity building for strategic information use at all health system levels. The SIE Director’s role involves ensuring program knowledge and technical evidence is effectively generated, packaged and disseminated for program learning and information, decision making and policy improvement/adaptation. Program knowledge includes all information generated through routine program implementation,analysis of routine/existing qualitative and quantitative program data and through targeted data-driven rapid assessments. S/he will use program knowledge and technical evidence to identify and design ‘leap frog approaches’ and innovations through collaboration with Ministry of Health and Child Care (MOHCC) AIDS & TB Unit, academia, implementing partners and donors to leverage existing support to enhance the knowledge-based and use of evidence-based program strategies to achieve program targets.
Reporting to FACE HIV Chief of Party, s/he will work closely with the Director of Programs, Technical Director, and other strategic information and evaluation and program staff as well as FACE-HIV consortium partners, and MOHCC AIDS & TB Unit.
1. Strategic leadership to the consortium
· Lead the Consortium in the development of Performance Monitoring Plans (PMP) and cascade to partners in order to enhance quality strategic information in line with the national HIV frameworks and PEPFAR/USAID guidance.
· Lead the consortium in the conceptualization and development of all SIE systems to support and strengthen program implementation.
· Lead the consortium in developing the SIE budget for all activities in the PMP and monitor the consortium budget to ensure delivery of outputs in a cost-efficient manner.
· Participate in program management strategic meetings, data review meetings, implementation visits and internal and external SIMS visits.
· Develop, implement and document the capacity building plan for all M&E staff for the consortium
· Develop and implement performance standards and performance management/monitoring tools for consortium SIE staff and efficiently manage the SIE function to deliver the required outputs.
· Represent the consortium on all SIE activities when collaborating with other partners and the MOHCC to ensure the FACE-HIV program is adequately presented.
· Identify areas of capacity gaps among partners through partner evaluations of SIE systems, SIMS visits and RDQAs, and oversee implementation of recommendations to build capacity.
2. Strategic Information and Evaluation systems development and support
· Data Systems: Lead the FACE-HIV consortium in the review, development and implementation of all strategic information and evaluation systems and processes to strengthen program implementation at all levels of the healthcare system.
· Health Information System Strengthening: Lead the consortium, in collaboration with MOHCC, in developing tools to support site-level accurate documentation, aggregation entry, reporting and utilization of data from primary data sources in line with the MOHCC HMIS guidelines.
· Electronic systems: Lead the consortium in developing and deploying internal electronic SIE systems (DHSI2, other), and developing the support package for electronic systems deployed within the MOHCC health system (DHIS2, ePMS, EHR, etc) to ensure efficient collection, aggregation and dissemination of information.
· Data Quality: Develop and implement efficient and effective data collection processes, and ensure data is always accurate through routine data quality assessments, participatory data collection methods and protocols, among other data quality processes and techniques.
· Health System Data Use: Lead the consortium to develop systems for strengthening review and analysis of routine program data for evidence-based program planning and implementation at all levels of the health system (National, Provincial, District and Site-Level).
3. Program reporting, monitoring and evaluation
· Reports: Lead the production of all SIE reports on program performance, and on data processes, systems and quality to support implementation at all levels of the health system, and for other stakeholders including MOHCC, partners and donors.
· Timeliness: Ensure the timely and complete submission of routine reports, all data requests and responses to donor requests for performance, success stories, through setting internal consortium timelines.
· Data analysis: Lead the development and implementation of the data analysis plan and drive continuous critical sub-analyses, and ‘data mining’, of routine program indicators at all levels of the health system to identify key trends and bottlenecks in programs;
· Data visualization and reporting: Lead the development and implementation of tools to synthesize and visualize performance trends and key conclusions for audiences at all levels of the healthcare system, including OPHID senior management and programs as well as sub-regional health levels and USAID.
· Evidence-based program strategy: develop evidence-based findings, draw conclusions, and propose action-oriented and practical recommendations for adjustments to optimize program implementation and contribute to the overall strategic direction of the program.
4. Provide strategic and technical assistance to MOHCC
· Participate in MOHCC Technical Working Groups: Participate in M&E and other MOHCC AIDS& TB Technical Working Groups to provide technical support to MOHCC to evaluate efficacy of various HIV care and treatment interventions, including program design.
· Support Health Information System Strengthening: Collaborate with MOHCC and partners to optimize health information systems by way of gathering quality data that will enhance decision making;
· Data Analysis and Use: Collaborate with the MOHCC in developing systems for routine use of program data for quality improvement, including target setting, target monitoring, and prioritising the collection of key performance indicators;
· Data Sharing: Manage the preparation and timely submission of strategic information reports and other documents for sharing with the MOHCW, donors and other stakeholders.
5. Knowledge Management, Learning and Adaptation
· Partnerships for Impact: Participate in strategic partnerships to integrate data sources and rigorously evaluate the impact and attribution of the FACE-HIV program within the healthcare system
· Continuous improvement: support continuous improvement initiatives through the introduction of methodological innovations that enhance program effectiveness and information dissemination
· Knowledge Management and Learning: initiate and support packaging of evidence for a range of stakeholders and showcasing of knowledge outputs at PEPFAR/USAID and MOHCC partner and technical working group forums to promote learning amongst stakeholders, including the dissemination of lessons and best practices. Author and/or co-author evidence, policy and advocacy publications for national and international audiences.
· Evidence-generation: Develop a sustainable in-house program of operations research that will leverage, complement and inform FACE-HIV’s program activities;
· Networking: Contribute to the continuous improvement of the FACE-HIV program strategy by developing institutional linkages and contacts and participation in local, regional and international networks.
Requirements
Minimum Educational And Professional Qualifications
Bachelor’s degree in mathematics, statistics, monitoring and evaluation, operations research, health sciences or any other quantitative social sciences
An advanced qualification in public health, social sciences, demography, epidemiology, statistics, or any other related field
Applied training in monitoring and evaluation, including research methods
Strong technical skills, including ability to process and analyse data using one or more statistical software packages such as SPSS, R, Epi-Info, Stata or SAS.
Minimum Experience Required
At least 5 years management experience in monitoring and evaluation of HIV activities
Strong working knowledge of public health programs with prior experience in managing or closely working with public health program at national level
At least 7 years of experience in monitoring and evaluation of large internationally funded health programs, including the use of data to inform decision making, planning, resource allocation and other strategic initiatives; and
Software Skills Required
Demonstrate knowledge of management information systems such as ePMS, DHIS2, EHR and DATIM
Demonstrated knowledge of health informatics and using statistical packages that include SAS, SPSS, STATA and Epi-Info;
Proficiency in the development of indicators, analysis of data, and interpretation of results in an illustrative and meaningful manner
Knowledge, skills and experience in quantitative data collection, data management, coding/cleaning, analysis, report writing and editing, and visual presentation of program data
Solid knowledge of Excel and Microsoft Access, with a working knowledge of other Microsoft Office packages (Word, Outlook, PowerPoint)
Soft Skills Relevant For The Post
The ability to interact with all levels of the organization and MOHCC structures with diplomacy, tact and professionalism.
Experience of working with multiple stakeholders in international and government settings including civil society organisations at different levels.
Strong staff management skills, especially to manage and motivate staff from remote, ability to communicate effectively from a distance
Ability to work independently whilst achieving results, setting own and team goals to achieve strict deadlines.
