Job Description

Introduction
The Government of Zimbabwe has received funding for the Zimbabwe Health Sector Development Support Project (HSDSP) funded by World Bank-Global Financing Facility under the Result Based financing (RBF) programme through an Additional Financing V (AFV). The objective of the programmes to sustain coverage and improve the quality of an integrated package of RMNCAH-N services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. CORDAID is the Programme Implementing Entity. Through the COVID-19 component of HSDSP AFV, support is being currently provided to the Government’s COVID 19 emergency responses.

To complement the support given through HSDSP AFV project for the National COVID-19 response, the World Bank has availed a grant through the Health Emergency Preparedness and Response Trust Fund (HEPRTF) to fund the Zimbabwe COVID-19 Emergency Response Project (ZCERP) to further improve the capacity of the health sector in Zimbabwe to better respond and mitigate the impact of a possible third wave of COVID-19 and other subsequent waves on the population of Zimbabwe. The HSDSP AFV project has hired an Environmental Specialist to ensure the implementation of the Environmental Social Management Framework (ESMF) and Infection Control and Waste Management Plan (ICWMP). The project has also engaged Communication Specialist to support the Environmental Specialist to ensure the implementation of the social safeguard component of the project. Given the additional safeguard requirements for the HEPRTF, the Project seeks to engage a Social Safeguard Specialist to support the Environmental Specialist to ensure the implementation of the safeguard instruments of the ZCERP effectively.

Purpose of the position:
The Social Safeguard Specialist will form part of the Project team for the Zimbabwe Health Sector Development Support Project (HSDSP) as well as the ZCERP managed by Cordaid. The prospective candidate will manage all social development and related matters under the two Projects.

Reporting Structure and Supervision Responsibility
The Social Safeguards Specialist is expected to work closely with the Environmental Safeguard Specialist and the Communications Specialist, reporting to the Team Leader

Duration of Service
The Social Safeguards Specialist will be required during the whole duration of the project (through to April 30, 2023). S/he will initially be assigned for three months and thereafter annual contract will be given for the duration of the projects depending on performance and available project funding. This is a full-time position.

Facilities to be provided by Cordaid
Cordaid shall provide the following facilities to the consultant during her/his tenure of services :
• Office space with furniture and laptop
• Email and internet access
• Required office stationery
• Photocopying, printing, and scanning facilities
• Transport and accommodation for field assignments

Duties and Responsibilities

• Advise the CORDAID project team and MoHCC in addressing social issues at all the stages of the implementation of the Project. Ensure that all project activities are carried out in line with the World Bank Environmental and Social Framework (ESF) and safeguard documents guiding Project implementation: the ESMF, Labour Management Plan (LMP) and Stakeholder Engagement Plan (SEP). This includes:
o Ensure athat all activities are screened for adverse social impact prior to commencement.
o Where required, develop, in partnership with the environmental safeguards’ specialist, Terms of Reference for any assessments required to implement site specific Environmental and Social Management Plans, including aspects related to Indigenous Peoples;
o Where required, ensure quality review of safeguards instruments developed during preparation and implementation of the Project.
• Coordinate local stakeholder analysis and consultations with the Communications Specialist. Ensure the consultations are inclusive and comprehensive. Ensure that affected and interested stakeholders are appraised of project impacts.
• Organize and conduct the trainings on Social Safeguards aspects of the project including: preparation of mitigation checklists, ESMP implementation, conducting monitoring, Grievance Redress Mechanism (GRM), Community Consultations etc.
• Oversee the project-related Grievance Redress Mechanism (GRM) in consultation with the Communication Specialist. As part of this, ensure the sound establishment of feedback and GRM, track reporting, ensure any issues are resolved in a timely manner and close out issues.
• Where project activities are implemented in areas where Indigenous Peoples are present, (i) the Tshwa (Tyua, Cuaa San), who are found in the Tsholotsho District of Matabeleland North Province and the Bulilima-Mangwe District of Matabeleland South Province , and (ii) the Doma (Wadoma, Vadema) of Chapoto Ward in Guruve District and Mbire District of Mashonaland Central Province and Karoi District of Mashonaland West Province, the Specialist must ensure that the stakeholder engagement and project activities are meeting the higher standards set out for Indigenous Peoples (IPs) to meet the requirements of World Bank Standard on Indigenous Peoples policy (Environmental and Social Standard 7 (ESS 7).
• Prepare a comprehensive Gender Based Violence (GBV) as well as Sexual Exploitation and Abuse (SEA) Risk Assessment for the project, including outputs, activities, indicators and targets and monitoring mechanisms, to address the key recommendations identified through the assessment.
• Participate in field and/or virtual missions and prepare quarterly social safeguard progress reports in an agreed format covering all aspects of the project supervision, including, ESMP compliance, incidents, near misses, summary of grievances / complaints and actions taken, upcoming or potential issues to be, any consultation undertaken, relevant trainings etc.
• Work as the focal point of the PIE for World Bank for Social Safeguards compliance within the project.

Key Performance Indicators

Stakeholder Engagement Plan: Have in place a program for stakeholder engagement, including public information disclosure and consultation, throughout the entire project cycle is in place.

Grievance Redress Mechanism: The MOHCC and Cordaid have in place a functional Grievance Redress Mechanism, providing timely feedback and resolution.

Gender Based Violence (GBV): Effective GBV prevention and response provided including but not limited to, integrating GBV prevention/mitigation measures into project plans and activities, GBV-sensitive GRMs, and GBV monitoring and reporting, as required.

Networking and partnerships: CORDAID has a well maintained and continually developed contact list of individuals, groups, organizations, and fora whose support is essential to/can assist in achieving the social safeguards objectives. Effective working relationships with the other stakeholders in the RMNCHAH-N and Family Health Department of the MOHCC and other key MOHCC structures are developed, maintained, and enhanced

Monitoring and evaluation: Stakeholder engagement baselines are established against which the achievement of objectives of the Stakeholder Engagement Plan (SEP) are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of the SEP and activities; results and reports are prepared and shared. Ensuring inclusivity in all aspects of Project planning, including for Indigenous Peoples.

Capacity building and support: CORDAID is recognized as a significant partner to the MOHCC in terms of community engagement and social safeguards. The project is provided with professional expertise and advice on all aspects of social safeguards as required.

Qualifications and Experience

• Bachelor’s degree in public health, health promotion, social science, sociology, social work, or other relevant social discipline; a master’s degree will be an added advantage; Experience in GBV/SEA/SH prevention and response would be an asset.
• At least 5 years experience in the health sector and working with communities eliciting community feedback;
• Experience with social safeguards issues in development projects, including gender sensitivity, community inclusion and community development, inclusion of Vulnerable and Marginalized Groups (VMGs), stakeholder consultation, citizen engagement and grievance redress;
• Knowledge and/or familiarity with the social issues in the project areas;
• Experience with implementation of social safeguards-related policies of an international organization and/ or Government of Zimbabwe;
• Knowledge/Experience with the World Bank social safeguards and/or ESF (especially ESS7 Indigenous Peoples), and with ensuring project compliance with social safeguards requirements will be an advantage;
• Good command of national social legislation, both at the national and county level;
• Excellent leadership, technical competence and professional skills for timely implementation, coordination and management of activities;
• Proven ability to effectively coordinate activities involving multiple disciplines and organizational units, as well as to maintain high service standards under pressure, and meet deadlines;
• Full English fluency, including report-writing skills;
• Computer literacy.
