Position title: Senior Technical Officer (STO), Community Mobilization and Social Behavior Change Communication – 1 position

Location: Lusaka

Reports to: Advisor - Prevention Care and Treatment

Basic function

As a member of the technical team, the Community Mobilization and Social Behavior Change Communication (SBCC) officer will work collaboratively with the USAID Open Doors Project staff and key stakeholders to Mobilize and engage targeted key populations in all project sites. He/she will lead the process of designing/reviewing and implementation of BCC interventions including Social Media platforms, dissemination of IEC materials and Social and Behavior Change Communication (SBCC) messages aimed at improving access to and uptake of HIV prevention, care, and treatment services by targeted key populations. SBCC interventions will be delivered through traditional and Enhanced Peer Outreach Approaches (EPOA) targeting unreached and hard to reach KPs. He/She will facilitate implementation of the project’s gender and Community Mobilization and Engagement technical strategy to identify risky behaviors among targeted KPs especially adolescents.

Provide technical support to field teams and key partners in the design and implementation of EPOA to reach unreached and hard to reach KPs. Lead the implementation of social and behavior change communication (SBCC) and gender strategies and activities in line with the Open Doors project. Provide technical support to field teams in targeting approaches and SBCC interventions Provide leadership in development, monitoring and adherence to indicators set in the work plan for SBCC and community-level activities. Oversee documentation of project results, success stories and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, Quality Improvement stories. Work with the USAID Open Doors technical team and implementing partners to disseminate and review communication tools, materials and job aids based on evidence. Facilitate integration of Gender to ensure a gender and culturally-sensitive, HIV prevention care and treatment programming. Ensure work plans from partner organizations and grant applications from grantees are gender sensitive and comply with the USAID Open Doors Gender Strategy. Lead the USAID Open Doors participation in special events and days such as: International Women’s Day and the 16 Day Campaign against Gender Violence. Facilitate the work of any research firms, advertising agencies, production vendors, community mobilizers, and/or consultants hired by the project to assist with SBCC or community level work. This includes building capacity of local implementing partners to implement quality and successful SBCC work. Contribute to quarterly, semi-annual and annual reports Support capacity building of various stakeholder to design, implement, monitor, evaluate effectiveness of KP friendly comprehensive HIV prevention, care and treatment services and gender sensitive interventions. Perform any other duties as assigned.

Qualifications and Experience

Knowledge, skills and abilities

Experience in designing and implementation of IEC materials & BCC messages and job aids targeting Key Populations Knowledge and experience working with various approaches in targeting hard to reach and unreached KPs at regional and local levels Knowledge and experience in conducting macro and micro maps to support planning of interventions for KPs Experience in building capacity for key populations and health care providers in improving access to HIV prevention, care and treatment services. Sensitivity to cultural differences, sexual diversity and understanding of the political and ethical issues surrounding behavior change and uptake of HIV prevention, care and treatment services, especially in marginalized populations. Experience in HIV/AIDS, reproductive and sexual health programming with a strong focus on Community Mobilization and SBCC. Working knowledge in research, analyses and report writing. Good facilitation and training skills Experience in developing training curricula and strategies Excellent written and verbal communication and editing skills. Relevant computer software skills. Experience (track record) of productive involvement with governmental health systems, processes and service delivery models. Ability to motivate, influence, and collaborate with other team members. Strong critical thinking, innovation and problem-solving skills to plan, organize, and manage resources for successful completion of project tasks.

Qualifications and requirements

BS/BA in Social Science, development studies or related field, with development programs and field experience especially in health promotions and SBCC in HIV programmes Experience working with key population communities A Master’s degree such as MPH is an added advantage Knowledge and experience in gender integration is desirable Minimum of 8 years of demonstrated experience working in HIV prevention, care and treatment programs for key populations Fluency in English both oral and written.
