The Senior Programmes Officer is envisaged to have the following responsibilities:
Drafts proposals, work plans, quarterly and other reports with minimal guidance; Support programme officers with editing and preparing reports in line with donor expectations and requirements; Develops program concepts and leads strategic discussions; Supports proposal process and timeline for proposal submissions; Develops program objectives, results and indicators, as well as program strategy; Oversees programmatic progress and measures program performance, timing and results; Conducts assessments; Contributes to the planning, design and evaluation of DZT programs in collaboration with the Program officer for Monitoring Evaluation and Learning; Supervises Program Officers / Assistants as assigned, and identifies development opportunities for Program and Senior Program Assistants and Program Officers; Represent DZT and its capacity and operations to donors, clusters, and other key stakeholders; Support Finance in tracking of funding to ensure strategic priorities are funded and effective leveraging of available funding; Regularly input into the existing reporting tracking system for all donor funds which clearly identifies dates and content requirements for the donors; Provide grant management for designated projects to support timely implementation, to ensure operations are in alignment with context, and to submit reporting to donor organisations; Support the Deputy Chief of Party/Programmes Managerto develop staff care and capacity building plan specifically on programming and grant management, as required.
Qualifications: Education / Knowledge / Technical Skills and Experience
Must be a holder of a Bachelor’s Degree in Social sciences, Political Sciences, Development and have a relevant Master’s degree; Minimum 10 years of experience working in the Development Sector; Highly analytical with demonstrated problem-solving skills; In-depth knowledge of various development sectors, project/logframe design and proposal writing; Demonstrable experience working with or submitting proposals to major donors, such as USAID, UNICEF and other agencies; Highly effective written and verbal communicator; Good networking skills and ability to interpret and present information with influence and impact;
