Job Title: Senior Programme Officer

Organization: Zimbabwe Coalition on Debt and Development (ZIMCODD)

Duty Station: ZIMCODD Head Office - Harare, Zimbabwe

Reports to: Programmes Manager

The Zimbabwe Coalition on Debt and Development (ZIMCODD) seeks to recruit an experienced professional for the Senior Programme Officer position. ZIMCODD is a socioeconomic justice coalition established in February 2000 to pursue Social and Economic Justice and to facilitate citizens’ involvement in making public policy and practice pro-people and sustainable. Its objectives are to: raise the level of economic literacy among ZIMCODD members to include views and participation of grassroots and marginalized communities; facilitate research, lobbying and advocacy to raise the level of economic literacy and fiscal transparency on debt, national/municipal budgets, trade and sustainable development issues; formulate credible and sustainable socio-economic policy alternatives; and develop a national coalition, and facilitate the building of a vibrant movement for social and economic justice in Zimbabwe.

Job Summary: The Senior Programme Officer will report to the Programmes Manager who is the head of the Programmes Department. She/he will work with programmes officers and coordinate the implementation of ZIMCODD programme work with focus on civic engagement, research and policy advocacy towards prudent domestic resource mobilization, public resources management and trade justice and improved livelihoods for the citizens of Zimbabwe. The Senior Programme Officer will leverage her/his knowledge and skills to achieve the specific roles outlined below:
1. Coordinate the civic engagement, policy advocacy and research efforts in all the thematic areas. Coordination of quality control of project products such as research concept papers, actual research and their outputs (ensuring that work is packaged appropriately for civic engagement).
2. Ensure that ZIMCODD’s civic engagement, social movement building and programme work is based on sound plans, with SMART objectives, clear theories of change and contribute to effective monitoring and evaluation. Ensure coordination across issue areas, including interactions with targets.
3. Help build the capacity of the ZIMCODD secretariat team and members on programming approaches and focus, through organising training, reflection and evaluation, and during joint activities.
4. Speak, present, brief journalists and represent ZIMCODD in engagements with citizens at all levels. Keep abreast a wide variety of debt, trade, social & economic rights, extractives and development finance issues, and write own reports and articles for use by ZIMCODD members and citizens at large.
5. Contribute to the implementation of ZIMCODD’s membership strengthening strategy, which covers both strengthening and expanding the ZIMCODD coalition itself, and strengthening working with other allies. This involves building strong relations with colleagues working on social and economic justice from around Zimbabwe, SADC, and Africa and globally, facilitating strategic discussions to make the voice of the citizens’ matter, brokering compromises and helping to build capacity and understanding of ZIMCODD thematic areas and vision.
6. Ensure that all ZIMCODD programme outputs are of high quality, including signing off on positions and recommendations as informed by the citizens, and editing press release, reports, briefings with the citizens perspective clearly articulated, among other products. Ensure that the team implements a plan for continued development of relevant skills amongst the membership.
7. Resource Mobilisation - Support and work with the thematic teams on delivering the required outcomes and activities of grants for strengthened citizens’ engagement and evidenced based advocacy in social and economic justice issues. This may include leading the coordination of major grants that cut across several issue areas. It also involves writing of narrative reports, and supporting the core team, as required, to ensure good programme management of grants.
8. Help maintain strong relations with existing donors, including participating in meeting funders, and responding to requests for information as directed by the Programmes Manager.
9. Support the team to bring on board new funders, as required. Mainly this means leading on the content side: helping develop concept notes, and drafting proposals, with support from policy and core team colleagues.
10. Any other duties as may be assigned by the Programmes Manager from time to time.

Qualifications and Experience

Qualifications, Skills and Experience
• The ideal candidate for the Senior Programme Officer post should have a relevant degree and post graduate qualification, preferably in Social Sciences, Economics, Development studies, Human rights, Policy studies, project planning and management.
• A minimum of four (4) years’ experience working in the NGO sector at senior level with hands on experience in research, policy advocacy and building citizens agency in development work.
• Previous experience of working on public finance management, fiscal transparency, human rights, civic engagement, and policy advocacy will be an added advantage.
• Ability to work independently with minimal supervision.
• Excellent verbal and written communications skills in English, including the capacity to prepare and deliver formal presentations on programs and results.
• Excellent data analysis, presentation and training skills including ability to think concisely and critically.
• Good analytical thinking and ability to interpret data and contexts relevant to advocacy work and citizen engagement.
• Demonstrates adaptability and flexibility in all aspects of work.
• Willingness to work and travel across Zimbabwe, including in rural settings.
