Senior Logistician – Harare (Full-time 1)
Reporting to the Regional Program Manager, the Senior Logistician coordinates Logistics for the Region.

Duties and Responsibilities

Your Contribution – Key Responsibilities.
• Checks fleet, ensures roadworthiness, adequacy of safety equipment & compliance with licensing & insurance regulations.
• Monitors the regional fleet & compiles tracking reports for submission to the Transport Coordinator.
• Monitors fleet performance prepares & submits fleet operational reports to Transport Coordinator.
• Facilitates fuel replenishment & ensures that all vehicle fuel ledgers, logbooks & fuel receipts have been submitted for the region at the end of every month.
• Checks/verifies fuel ledgers & reconciliations.
• Monitors & compiles statistics for rented vehicles including cost per client & kms per client.
• Ensures routine maintenance/servicing of vehicles and that accurate records are maintained.
• Checks garage reports & endorses additional vehicle repair-work within approval threshold.
• Provides Technical support to drivers & facilitates relevant capacity building initiatives.
• Attends accident scenes, produces reports and submits to the relevant departments.
• Aides’ allocation of vehicles according to programs targets & work plans.
• Carries out regular vehicle inspections & makes recommendation for disposal/ replacement.
• Conducts orientation and enforcement of Transport SOPs to drivers & other field personnel.
• Facilitates regional procurement planning & consolidation of requests for centralized processing by Head Office Procurement.
• Raises Purchase Orders in QuickBooks for the Region and for Head Office e.g. vehicle repairs & maintenance.
• Follows up and expedites purchase orders to ensure timely delivery of goods and services.
• Monitors supplier performance and ensures PSI receives Value for Money.
• Facilitates supplier payments by ensuring timely matching and submissions of invoices to finance for processing e.g. Region & HQ Garage Invoices for vehicle repair and maintenance.
• Manages commitments through use of QBE Commitments Report, and timely updates such schedule for month end closing
• Identifies and recommends vendors for inclusion on the supplier database and facilitates vendor contracting in liaison with HQ Procurement
• Negotiates for best terms (payment terms, after sales service, warranty).
• Prepares comprehensive bid analysis & recommends the vendor offering best value for money.
• Aides PSI commodity quantification & participates in National Commodity Quantification proceedings.
• Assists in the development & enforcement of SOP’s for supplies tracking & tie back with program outputs versus issued & remaining stock balances.
• Carries out routine field visits to support site & outreach teams on implementation of SOP’s for effective stock control.
• Supports Regional Program Manager in liaison with MOH structures such as VMMC provincial focal persons, - Nat Pharm provincial representative and Warehouse Manager to ensure an uninterrupted commodity pipeline.
• Liaises with Pharmacy & Warehouse Manager and RPM to identify slow moving/about to expire and expired stocks in the region and to facilitate necessary remedial action.
• Reviews product requisitions raised by programs (considers current stocks, average usage & consumption forecasts) and coordinates replenishments from the central warehouses.
• Consolidates and disseminates regional stock status reports.
• Coordinates Repair & Maintenance of assets and facilities including Sub-Awards.
• Supervises the distribution of invoices/parcels received to the appropriate destinations in the region.
• Supports the Regional Quality Assurance Specialist to bridge audit gaps
• Ensures regional safety & security equipment is in place servicing is up to date.
• Identifies regional safety and security training needs.
• Maintains an up-to-date asset register in liaison with Finance.
• Coordinates Waste Management activities in compliance with Donor guidelines.
• Circulates routine asset status reports to the Regional Manager and Administration Office.

Qualifications and Experience

What Are We Looking For?
• Minimum HND in Logistics or equivalent
• Membership of a relevant professional body such as CILT or CIPS an added advantage
• At least 3 years work experience in logistics with varied exposure to procurement, warehousing,
transport & distribution functions preferably in Humanitarian or Health sectors.
• Computer skills – Word, Excel, PowerPoint, QuickBooks, and ability to trouble shoot.
