About
Zvandiri is a community organisation which through its Zvandiri programme, integrates community prevention, treatment, care and support for children, adolescents and young people living with HIV. Works with the Ministry of Health and Child Care (MOHCC) and National AIDS Council in implementing these interventions with funding from various funders.

Position summary

Reporting to the Operations Manager, the Senior Human Resources Officer will be responsible for completing assigned reporting functions involving attendance statistics, termination, hire and transfer data, as well as assisting in onboarding of new employees.


Job description

The Incumbent will be mainly responsible for assisting in maintaining the human resource database and all employee records and files, providing a full spectrum of HR services and programs linked to short and long-term organizational needs and objectives. Also responsible for coordinating the Human Resources unit activities initiated by and pertaining to the HR Unit. Coordinating implementation of recruitment tasks, also working with departmental managers in providing effective support to the projects. The incumbent should have knowledge of adhere to human resources-related laws and regulations as well as handles information and documents relevant to human resources with a high degree of confidentiality, discretion, and attention to detail. Also responsible for supporting senior management in meeting the organisation’s PSEA – related responsibilities.

Duties and Responsibilities

Recruitment
Provision of full-cycle recruitment for regular employees and consultants as and when necessary. Responsible for reviewing and preparation of recruitment materials including job descriptions, job specifications, adverts and interview questions for positions to be filled and ensuring that all members of staff have a job description.
Plannning and conduct/coordinating new employee orientation including provision of information about policies, job duties, working conditions, salaries, and opportunities for promotion and employee benefits etc.

Salary and employee benefits management
Supporting payroll administration by provision of relevant payroll information.
Coordinating Job evaluation – ensuring all new positions are correctly placed in the right bands & job family in consultation with the project & compensation.
Ensuring that all promotions are properly justified both technically and in terms of compensation.

Performance Management
Work with Supervisors/Managers to ensure that all new staff have set objectives for the probation period, manage due dates and decisions to confirm further employment.
Manage the full cycle PRD process and ensure that deadlines are met. Conduct training during PRD process.
Assist Supervisors/Managers with managing performance issues.

Training and Development
Responsible for planning & conducting various Performance Planning Review and development and supervisors’ training.
Assist Supervisors/Managers with Development Plans for staff.
Ensuring that the action and developmental plans agreed at the appraisals are actioned and followed up.

Safeguarding/ Prevention of Sexual Exploitation and Abuse
Support senior management to meet the organisation’s PSEA-related responsibilities.
Reporting concerns or issues with PSEA Implementation to senior management.
Receive reports of SEA allegations and coordinate the response
Conduct training and awareness-raising of personnel and others on PSEA
Coordinate with other relevant actors on PSEA, including inter-agency efforts
Conduct screening for past SEA violations, and other code of conduct and policy violations (e.g. fraud, corruption, abuse of power) as part of recruitment process.
Ensure all personnel sign the organisation’s code of conduct and SEA Policy
Integrate a PSEA clause in contract agreements, including when subcontracting

Qualifications and Experience

Qualifications
MBA/ Masters in Human Resource Management ; Bachelor’s Degree in Human Resources Management, Industrial and Labour Relations, Psychology, or other similar degree.
PSEA Certification

Preferred Skills and Work Experience:
At least five years previous work experience in an NGO environment as an HR officer.
Good knowledge of PSEA Standards and practices.
Good knowledge of the principles and practices of personnel administration; ability to establish and maintain effective relationships with peers and employees; ability to present information and make recommendations effectively in oral and written form.
Proficient computer skills and working knowledge of the Internet and MIS/HRIS
Demonstrated ability to work under pressure and make deadlines.
Demonstrates good judgment; approachable and professional; solid problem solving skills; ability to handle multiple tasks; self-motivated; well organized.
