Job Description

Duty Station: Harare

Reporting to: Director

SAFIRE Purpose: To facilitate Rural communities with resilient livelihoods in a sustainably managed natural environment.

Position Summary: The Senior Finance and Administration Officer is responsible for establishing and managing efficient and effective finance and administrative systems for the organisation. He/she will also be responsible for maintaining proper Financial Management and Controls in safeguarding Financial and Material Resources of the organisation. He/she will ensure effective financial management and reporting, through preparation of up to date and accurate financial reports/statements for use in decision making by the Director and extrapolation of trends for planning purposes.

Duties and Responsibilities

Responsibilities:

Develop annual Finance and Administration plans which are consistent with the organisation’s vision, values and donor contracted deliverables.

Develop, manage and control annual budgets in line with planned activities and the organisation’s strategy for approval by the board.

Maintain books of accounts using the recommended computerized accounting system and provide technical support services to other staff in its implementation.

Ensure timely disbursement and effective deployment of funds as requested in liaison with the Director for budget compliance purposes and effective service delivery by the project teams.

Undertake timeous production of financial reports for donors and ensure that reports are produced on time in line with the standards and specifications set by the donor/guidance of the Director.

Prepare for and facilitate external audits in undertaking their work to ensure accurate and timely production of audit reports for accountability.

Sound corporate governance and effective risk management.

Preparation of annual accounts for auditing purposes.

Ensure monthly finance reports are properly done and submitted to management and the board on a timely basis.

Compile, update and/or review policies, procedures and manuals on Procurement, Accounting, Finance & Administration.

Monitoring internal financial and administrative controls.

Ensure that monthly bank reconciliations are done on time.


Regular review of the organisation’s fixed asset register and ensure proper management of stocks.

Monthly review and approval of payroll reports and payments. Ensure the statutory requirements and necessary deductions are effected and remitted to statutory bodies on time.

Perform internal audit whenever necessary and at least once a year.

Oversee preparation of organisation budgets, prepare project budgets during the proposal development stage and ensure that all planned activities are budgeted for.

Ensure that staff understand and comply with contractual project spending in line with donor(s) specifications.

Monitor implementation of programme budgets.

Recommend the best investment strategies for the organisation’s excess funds in order to preserve value and generate other revenue for the organisation

Exercise vigilance in the management and monitoring of cash flows in order to maintain the right levels of liquidity, prevent bankruptcy and underutilisation of surplus funds.

Provide financial guidance and advice to Management and program staff to ensure greater financial prudence and decision making.

Supervision and staff development.

Participation in formulation, implementation and evaluation of the organisation’s financial strategies.

Qualifications and Experience

Skills and Experience:

Excellent communication skills; High numeracy and sound technical skills; Problem-solving and strong analytical skills; Strong attention to detail; Good time management skills and the ability to prioritise; Able to work as part of a team and to build strong working relationships; Have capacity to make quick but rational decisions; Potential to lead and motivate others; Knowledge of Accounting Packages and experience in the use of Pastel Accounting Software; Good exposure in labour laws and Statutory Instruments related to accounting; Demonstrated competence in fundraising and donor relations.

Qualifications:

A degree in Accounting plus a professional accounting qualification such as CIS, ACCA, CIMA or equivalent

A post graduate qualification is desirable

A minimum of 5 years’ experience in a similar strategic management role

Knowledge of International Financial Reporting Standards, Control standards and Risk management techniques and the reporting requirements of major international grant donors

Knowledge of the NGO sector and the financial management issues specific to the sector
