Job Description

Applications are invited from candidates for the post of Safeguarding and Welfare Officer.

The Adult Rape Clinic (ARC) is a Registered Non-Governmental Organization that offers medical and psychosocial support care to survivors of sexual gender-based violence (SGBV). ARC is looking for a Safeguarding and Welfare Officer stationed in Harare. ARC’s employment policy respects gender and human rights and offers opportunities to all without discrimination.
ARC has a zero-tolerance policy towards sexual exploitation and abuse and violations of child safeguarding values.

Job Description
This position requires a highly motivated and mature individual. S/he will improve the quality of life of survivors of sexual gender-based violence, and the most vulnerable and marginalized people. S/he will be the first point of contact for all ARC-related safeguarding concerns. S/he will strengthen child protection and safeguarding systems in the selected project implementation areas. Plan psychosocial support, coordinate referrals to social care, represent ARC at safeguarding-related meetings, developing and deliver safeguarding and child protection training for staff, volunteers, service providers, stakeholders, and community members.

 Ensure that vulnerable children/adults who are victims of abuse are supported appropriately and sensitively and that all actions assigned to ARC clinic, SRH, and mental health departments, from planning and intervention to meetings, are successfully carried out and monitored.
 Proactively work with parents/guardians and other agencies through joint planning for interventions that safeguard children and vulnerable adults.
 Respond appropriately to disclosures or concerns relating to the well-being of a child or vulnerable adult, and provide alerts to management when these happen.
 Maintain accurate, confidential, and up-to-date documentation on all cases of safeguarding and child protection and provide reports where required.
 Work directly with children in need and their families in the community to promote, strengthen, and develop the potential of parents/guardians to support children/vulnerable adults to prevent suffering or significant harm.
 Complement Ministry departments on interventions aimed at safeguarding vulnerable children.
 Encourage good practice by promoting and championing the child protection policy and safeguarding procedures.
 Monitor compliance with all safeguarding expectations including the accurate, confidential, and up-to-date record keeping of all safeguarding and welfare activities.
 Arrange child protection and safeguarding training as directed.
 Collate and produce statistical and other narrative reports as required
 Support mainstreaming of safeguarding in all ARC programming efforts.

Qualifications and Experience

Qualifications
 Social Science degree: Social Work.
 A Master’s degree in the above disciplines is an added advantage.

Experience and Essential Skills

 Experience in implementing safeguarding policies and practices for staff and/or stakeholders.
 Experience in mentoring, coaching, facilitation, and training applying adult learning principles and practices.
 An in-depth understanding of child protection and safeguarding legislation and experience working in the field of Child Protection.
 Project management skills: the ability to plan, organize, work under pressure, respond to deadlines, prioritize competing deliverables, troubleshoot and solve project-related problems, manage project budget, and be flexible and productive while working independently.
 Significant organizational and administrative skills, supported by proficiency with ICT and good report-writing skills.
 Excellent verbal and written communication skills, including telephone manners, tact, diplomacy, and confidentiality.
 Ability to consult and negotiate with external agencies to reach the best outcomes for children, young people, and vulnerable adults.
 The ability to work in a demanding environment, meeting tight deadlines by prioritizing and delegating as necessary.
 Ability to work as part of a team and demonstrate initiative.
 Demonstrated success in establishing and maintaining effective working relationships with government, donors, and NGO stakeholders.
 A clean Class 4 Driver’s Licence.
