Job Description

The Infrastructure and Development Bank of Zimbabwe (“IDBZ/the Bank”) is a national Development Finance Institution (DFI) mandated to support the development and financing of infrastructure and other development projects in Zimbabwe. The Bank also provides tailored financing solutions to the productive sectors of the economy.

The Resource Mobilisation Consultant will support the execution of the IDBZ’s resource mobilisation strategy which encompasses on and off-balance sheet financing mechanisms which include capital market debt issuances, project and blended finance initiatives, debt syndications, joint ventures and public-private partnerships (PPPs); thematic funds, and strategic partnerships with institutional investors, other DFIs and Development Agencies.

Duties and Responsibilities

KEY RESPONSIBILITIES

Working closely with various units within the Bank, the Consultant shall be responsible for the following:

* Develop, implement and monitor fundraising strategies for the Bank.
* Lead the structuring and execution of debt issuances, project finance transactions, PPPs, structured finance, and other off-balance sheet financing initiatives.
* Coordinate co-financing arrangements and loan syndications with other DFIs, commercial banks, pension funds, and other institutional investors.
* Identify and cultivate strategic partnerships to expand the Bank’s funding base.
* Champion the preparation of high-quality funding/investment proposals, information memoranda, prospectuses, and pitch material for presentation to investors/lenders.
* Conduct investor roadshows to market investment/funding opportunities.
* Support due diligence processes and the negotiation of investment/funding terms.
* Coordinate the development and implementation of innovative financing instruments including blended finance structures and thematic funds.
* Engage with regulators and transaction advisors as required.

Qualifications and Experience

QUALIFICATIONS, EXPERIENCE & ATTRIBUTES

* A postgraduate qualification in Banking/Finance, Economics or other relevant discipline (CFA, CA, CPA, ACCA, PGDip Development Finance, MBA, etc.).
* A minimum of 8 years of hands-on experience and a proven track record of originating, structuring and closing capital raising transactions through various mechanisms and instruments (e.g. debt, mezzanine, project finance, syndications, etc.).
* Demonstrable experience in packaging transaction documentation, marketing investment opportunities, negotiations, and handling financial closing work.
* Experience in project financial modelling and/or investment appraisal.
* Experience in structuring and negotiating funding terms with investors/lenders.
* Strong understanding of infrastructure finance and development finance.
* Demonstrable experience in engaging with DFIs, institutional investors, and multilateral partners.
* Maturity, confidence and strong networking capabilities.
* Strong communication, presentation, and stakeholder management skills.
* Ability to work as part of a cross-functional team, with unwavering commitment to professionalism, ethical conduct and integrity.

DURATION AND REMUNERATION

The consultancy role shall be for an initial period of twenty-four (24) months which may be extended at the discretion of IDBZ. A monthly retainer shall be negotiated with the successful applicant.
