Job Description

WFP is conducting cost benefit analyses (CbA) of its FFA programmes in four countries, including Zimbabwe, to assess, characterize and quantify the benefits accrued against the costs of the selected FFA programmes focused on soil/water conservation, dams/water infrastructures, income generating activities/market support and complementary activities. These CbA will address the following study questions:

What are the main tangible/intangible benefits of the FFA programmes in the selected study areas (qualitative/quantitative)? What is the monetary value of these benefits?
What level of investments are required to deliver FFA? What is the monetary value of these investments?
What is the Economic Rate of Return (ERR), the Net Present Value (NPV), and the Benefit Cost Ratio (BCR) of FFA?

Duties and Responsibilities

KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Head of Resilience, the incumbent will undertake respective data collection for the Cost Benefit study, which requires field travel and close coordination with the field office to feed into the study conducted by WFP’s consultant at HQ level. The research consultant will liaise with the HQ Consultant closely to be advised on methodology, ways of working and analysis of the data collected. The reports as part of the deliverables will be reviewed and approved by the Head of Resilience.

Specific responsibilities and timelines include:

Get familiar with the CbA approach implemented by WFP and its international CbA partners, seek clarifications as required, and share any technical inputs or perspectives with regards to the CbA methodological itinerary.
Collect available secondary data, organizing them into a well-structured data catalog; carry out data cleaning and quality checks as required, and synthesize available information.
Oversee additional primary data collection for CbA (as required, depending upon secondary data gaps), making use of qualitative techniques (such as focus group discussions or key informant discussions in selected communities, or interview of technical experts and WFP partners); organize primary data into a well-structured data catalog, and produce synthetic reports on primary data collection exercises.
Provide support to analyze available data and produce synthetic reports, in close collaboration with CbA international experts.
Document the lessons learned in the frame of the FFA CbA, in close collaboration with CbA international experts.
Travel to WFP’s field offices for additional data collection as needed.

Qualifications and Experience

STANDARD MINIMUM QUALIFICATIONS
Education: Tertiary qualification in Economics, Social Sciences, Statistics, Development Studies, or other relevant fields of study. Advanced degree is an asset.

Languages: Fluency in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Experience:

A minimum of 5-7 years of solid, proven experience in relevant areas

Experience in conducting and/or managing applied research with experience in, or knowledge of, econometrics highly desirable.

Ability to develop strong working relationships with a diverse range of individuals and organisations.

Demonstrated skills in presenting information in a clear and simple way with high-level written communication skills.

Strong communication and analytical skills, with ability to convey (both verbally and in writing) complex information to stakeholders of varying levels of experience or ability.

Excellent IT(Word, Excel, Power Point) skills.

Excellent time management skills.
