Established in 1949, SOS Children's Villages International (CVI) is a dynamic, international social development organization working globally to meet the needs and protect the interests and rights of children without parental care and those who are at risk of losing it.
SOS Children's Villages Association of Zimbabwe is a member of SOS Children’s Villages International. In Zimbabwe, we are a registered Private Voluntary Organisation (PVO) registered since 1983.
SOS Children's Villages focuses on children without parental care and those at risk of losing parental care. It provides Family-Like Care, Supervised Independent Living and Family Strengthening services and responding to emergencies while advocating for the rights of children and young people. The organisation operates in Harare, Bindura Urban, Shamva, Seke, Bulawayo and Umguza. The Family Strengthening Programme seeks to reach out to communities and families in Umguza with the aim of protecting the child who is at risk of losing parental care, focusing mainly on four interventions which are Child Protection, Health & Education, Community Empowerment and Livelihoods.
Scope of Work.
SOS Children’s Villages Zimbabwe through the Family Strengthening Programme seeks to contract a consultant to develop a Gender and Climate action manual that addresses the societal gaps and needs of the community in Umguza District. The manual should introduce Gender and Climate perspectives, intersectionality and context relevant to community development; climate change impacts; gender responsive climate action, gender dynamics and inclusivity, vulnerability and resilience strategies for community development; and Strategies for Empowerment in the context of Umguza district. The scope of this work involves interacting with the key stakeholders in the district. The goal is to enhance understanding of gender and climate issues in Umguza; how they can affect community development, identify any challenges while tapping on opportunities to build resilience.
Objectives of the assignment

1. Define the manual’s purpose, scope and objectives.
2. Ensure the content is accurate, real time and relevant to the target audience.
3. Include practical examples, case studies or exercises to illustrate concepts.
4. Create an engaging and user-friendly design that facilitates learning.
Deliverables
1. A well-structured and comprehensive manual.
2. Clear instructions for trainers or facilitators.
Quality standards
1. Ensure the content is accurate and relevant.
2. Use clear and concise language.
3. Ensure the manual is visually appealing and well formatted.
Timeline and communication
1. Deliver the manual within the agreed timeline.
2. Be responsive to feedback and questions.
Additional expectations
1. Conduct a needs assessment to inform the development of the manual
2. Engage with relevant stakeholders to ensure the manual meets their needs.
3. Pretest use and validate the content of the manual to before the final printing of the manual to assess its effectiveness.
The consultant is expected to conduct a literature review of information from existing manuals, available gaps and opportunities to align with local (NDS) and international (SDGs) frameworks and policies. The assignment is expected not to exceed 6 weeks (one and half months) and must be executed before 30 November 2025.
Eligible consultant/s must have:
▪ Post graduate qualifications in fields such as Environmental Studies; Gender Studies; Development Studies and other relevant social sciences with at least 4 years’ professional experience.
▪ Proven experience working on gender and climate change issues, including policy development, research or program implementation.
▪ Ability to conduct research, analysis data and synthesize information to inform development of the manual.
▪ Excellent writing and communication skills to develop a clear, concise and engaging manual.
▪ Familiarity with international and national climate change policies and frameworks.
▪ Experience with participatory approaches to development and stakeholder engagement.
▪ Ability to work collaboratively with stakeholders.
▪ Understanding and respect for diverse cultural contexts.
▪ Ability to adapt to changing circumstances and priorities.
The interested individuals/firms should submit their applications by 16 September 2025, consisting of:
i) An application/cover letter. The letter should not be longer than two pages
ii) A proposal with detailing understanding of the scope of work, proposed methodology, activity schedule with timelines/duration, itemized budget in United States Dollars and payment terms.
iii) A proposal for the layout of the manual
iv) The CVs of the team leader and other key team members
v) Samples of manuals from previous assignments
vi) Contact or references of 3 organisations that have recently contracted the firm/consultant(s) to carry out a similar assignment.
The applications should be clearly titled “Consultancy to develop a Gender and Climate action manual for Family Strengthening Programme in Umguza District of Matebeleland North.

▪ Arrange interviews with the bidder(s).
▪ Reject any or all proposals submitted.
▪ Accept any proposals in whole or in part.
▪ Negotiate with any one or more of the bid applicants who are found to be technically qualified and ranked among the top three/four – depending on the procurement committee decision.
▪ Contact any number of candidates as required to achieve the overall evaluation objectives.
