Norwegian People's Aid is currently using BDO, Oslo, Norway as our HO audit firm for our consolidated institutional audit.
Description of Norwegian People's Aid in Zimbabwe
Norwegian People's Aid Zimbabwe has had a development programme in the country since
1983. The development programme is run by a programme manager from our office in Harare. We also have a Humanitarian Disarmament programme, which began in 2012, run by a program manager from Mutare.
Norwegian People's Aid collaborates with partner organisations at both local and national level
in Zimbabwe, as well as at the regional level in southern Africa. NPA in Zimbabwe is working with partners on long-term development, human rights and grass root organizations in the Development and Humanitarian Cooperation (DHC) Programme and clearance of landmines in the Humanitarian Disarmament (HD) Programme.
Scope of Services Requested
Norwegian people's Aid is issuing this RFP to solicit proposals from qualified registered audit companies for information relative to cost, service delivery, methodology and scalability with respect to NORWEGIAN PEOPLE'S AID's objectives to secure audit of funds received from any donor and/or agency from the fiscal year 2023 and onwards.
Services requested for, but not limited by:
1. Full scope independent audit of all donor funded projects in compliance with the attached audit instruction 2022 from the group auditor BDO (Attachment 1) and generally accepted auditing standards.
2. The primary deliverable expected will include an audit report for the organization, separate proiect report/s where reguired and a report to management (ML)
detailing any noted deficiencies in internal controls.
3. Statutory audit (As required by the Zimbabwe Regulations Authority -ZIMRA).

Proposal Format
Executive Summary
Include a two-page summary stating why your firm is best suited to provide audit service to Norwegian People's Aid.
Audit Approach
Provide an overview of your audit approach/philosophy and how it would bring value to Norwegian People's Aid.
1. Cite specific examples of how your firm has provided value through the audit process for similar clients. Describe how you differentiate your services from those of other audit firms.
2. Indicate how you define high-risk areas and describe your general risk assessment process.
3. Generally, describe your planned cycling of audit locations and procedures.
.4 Describe your firm's method of evaluating Norwegian People's Aid's internal controls for audit purposes and commenting on the adequacy and appropriateness of existing internal control procedures.
5. Describe your experience in leveraging information systems and technology in the audit process.
6. Describe what specific applications you plan to perform with Computer Assisted Audit Techniques. What types of assistance will you require from our staff in this area?
7. Generallydescribe the decision-making process for audit related issues. Who will be the primary decision-maker for your firm related to our audit? What is the extent
of the authority of this individual? What types of issues and scope of differences must the engagement partner refer to higher authority for review or approval?
8. Describe any issues and areas of Norwegian People's Aid activities that you believe may require special attention, and describe how you will handle them within your audit approach. Include in this describe any issues that may be highlighted in recent specific Audit Risk Alerts or other documents.
9. Describe your firm's standards on independence, objectivity, conflicts of interests, self-dealing and transactions with clients.
10. Describe the extent to which your firm has established a quality service program directed at providing consistent quality service to clients. How does your firm monitor client satisfaction with services?
1. What types of resources do you have available to help train and advise our employees in key industry related issues? Do you sponsor or make available training seminars to client staff members?

3. Briefly describe the structure of your firm's international practice. How wil the international practice provide value to Norwegian People's Aid.
4. How does your firmidentify and share best practices with clients/organization such as ours?
5. Provide at least three local/international client references, and contacts within those firms.
Timetable
The audit field work will be carried out at two times annualy, example below:
1. Interim audit field work wil be started in November 2023
2. The final audit field work will be started in February 2024
3. The final audit report to be submitted not later than 10th March 2024.

We will fully protect the confidentiality of all information you provide to us, a s we expect you to do the same with all NORWEGIAN PEOPLE'S AID information we provide to you. NORWEGIAN PEOPLE'S AID makes no commitment to contract for any products or services or take any other action, including but not limited to, awarding a contract to a company submitting the lowest cost proposal. Proposal Costs or any resources expended by Bidder in responding to this RFP, including any costs incurred in proposal preparation, presentation or meetings are the sole responsibility of the Bidder. NORWEGIAN PEOPLE'S AID reserves the right to change or cancel this RFP without further notice or responsibility for any Bidder fi deemed necessary.
Errorsoromissions
NORWEGIAN PEOPLE'S AID shall not be responsible for or liable for any errors or omissions
that may exist ni this RFP. NORWEGIAN PEOPLE'S AID retains the right to amend this RFP to correct any errors or omissions. A proposal may be withdrawn or amended prior to the Proposal due date. To withdraw or amend a proposal, authorized representatives of Supplier must submit a written request to the RFP contact. After withdrawing a proposal, Supplier may submit another proposal at any time up to the proposal due date. Supplier shall not be permitted to alter its proposal after the proposal due date.
Intent to Respond
The Bidder is required to notify the RFP contact in writing, via email no later than 22nd September 2023 by 4:30 PM of its intent to respond to this RFP. The Intent to respond must provide the name, title and contact details of the single point of contact within Bidder's organization that should be contacted in the event NORWEGIAN PEOPLE'S AID has questions or for other communications regarding this RFP, meetings, documentation or
Bidder's Proposal.
Submission & selection
Bids must be summited in English language. Please submit a copy of your proposal to the following address no later than 4:30 P.M. on 29th of September 2023 (local time Harare) to our Harare Office as below. Proposals will be evaluated and selected firms will be contacted. The recommendations of the Audit Selection Team will be presented to the Management team
for approval a n d signature.

Our intention is to complete the selection process by 13 of October 2023, after which all proposing firms will be promptly notified.
